Excerpt from King Leopold's Rule in Africa The movement for reform thus inaugurated by the Aborigines Protection Society in 1896, made slow but appreciable progress in the education of public opinion. Towards the close of 1901 it received an impetus through the representations sent to the Foreign Office by fifteen British Chambers of Commerce, protesting against the treat ment of British merchants in the French Congo. It became apparent to the Chambers more closely interested in the subject, that the hardships undergone by certain British firms in the French Congo were wholly attributable to the theoretical adoption by France of the system of State appropriation, or State-delegated appropriation of the land and the raw material yielded by the land, which is the bedrock of Congo State methods, and which France had applied to the French Congo in an evil moment. The action of the Chambers, at first confined to French Congo, not only widened, therefore, but became concentrated, as logically was bound to be the case, Published in 1901, 1902, 1903, and 1904. 1' Since translated into French by M.
