The 2004 Legislative Session brought a major shift in the function and structure of workforce development programs. Executive Reorganization Order 31 transferred employment and training programs from the Department of Human Resources to the Department of Commerce. The initiative allows workforce training and labor exchange programs to better utilize post-secondary educational institutions to provide training that is more responsive and relevant to employers.
