"This report presents a coordinated approach for the development of reliable and efficient water and sewer facilities in Randolph County, Illinois. It defines the water and sewer facilities required to meet existing and anticipated future water and sewer needs, while remaining consistent with water quality management principles and regional planning objectives. Part I of this report examines physical conditions, governmental units, and community facilities as well as trends in the county's economy, population and land use.
