The first function in enforcing the criminal law is the investiga tion of alleged crimes and the apprehension of those persons who committed them. This function. Is the primary responsibility of police agencies. The second function of law enforcement is the prosecution and trial of those who have been apprehended and charged with crime and the final determination of their guilt. Prosecutors, grand juries, and the courts themselves perform this function. The third main division of criminal administration is that of the punishment or treatment of those found guilty of crime. Prisons, probation officials, and parole officials carry out this last function. In every State there are a large number of agencies actively engaged in the performance of each of these three main functions.
