"For decades the U.S. Military has been lauded as the leading military force in the world. In recent years however, operational and tactical advantage has eroded. Longstanding adversaries with modern technologies and evolving kinetic and non-kinetic weapons systems are challenging our nation’s leading combat capabilities. This is true throughout the complex battlespace of air, land, sea, space, and cyberspace, expressly in Anti-Access Area Denial (A2/AD) and Contested Degraded Operations (CDO) Environments. Resulting from the 2018 National Defense Strategy(NDS), and in line with the Chairman of the Joint Chiefs of Staff (CJCS) guidance, Joint All Domain Command and Control (JADC2) has become the Department of Defense’s (DoD) top priority to enable Joint All-Domain Operations (JADO). In order to achieve the NDS-outlined objectives in a 2030 fight the U.S. Military must be prepared to wage war differently. We must synergistically leverage the combat capabilities of our joint forces in all domains in order to maintain a position of influence in an evolving environment across the spectrum of conflict. To ensure success, we must master the integration of Artificial Intelligence (AI) and advanced technology into our decision-making and problem-solving processes. Incorporating known Tactics, Techniques, and Procedures (TTPs), doctrine, and culture; all to enable the U.S. military to gain and maintain the information and decision advantage yielding an operational and strategic advantage. Effective JADC2 execution relies on a decentralization of execution through an advanced weapons system with the understanding that command and control (C2) is provided under the same caveat. This is necessary in order to enable JADO at a speed and scale necessary to defeat peer-adversaries. The Advanced Battle Management System (ABMS) is the Air Force’s proposed technological solution to power JADC2, as the system of systems that will modernize the U.S. Air and Space force from a platform-centric to a network-centric approach to warfare. This paper will determine the following: “why” and “how” AI must be integrated to meet these requirements. In the introduction, the relevance of JADO and JADC2 will be discussed, as well as the challenges and anticipated doctrinal changes for the joint force during its transition to JADO. This paper will also discuss the four foundational ideas and concepts that have conceptualized JADC2 and the proposed platform of the ABMS to meet these requirements. Additionally, the various technology categories of ABMS will be evaluated for the purpose of executing AI-enhanced “human on-the-loop” operations, focusing on the tactical C2 (TAC C2) level of COA (course of action) comparison and selection, as well as the U.S. Military’s preparedness to execute. Finally, a recommendation for the U.S. Military’s posture and preparedness to execute JADO and JADC2."--Abstract.
