Excerpt from Irrigation in the North Atlantic States Sir: I have the honor to transmit herewith a report on Irrigation in the North Atlantic States, by Aug. J. Bowie, r., of the Irrigation and Drainage Investigations of this Office. This report shows that for market gardens and for meadows irrigation in humid sections has proven profitable, but it has not yet been practiced in the raising of general farm crops. The cost of securing water supplies in the East far exceeds that in the arid regions, although water is much more plentiful. This suggests that it may be possible to so reduce the cost of water as to render irrigation profitable for many crops which will not repay the expense now incurred. The descriptions of irrigation practice contained in this report should be suggestive to many who are now raising truck without the aid of irrigation, and it is therefore rec ommended that the report be published as a bulletin of this Office. Excerpt from Irrigation in the Rocky Mountain States If he is a practical farmer he has been accustomed to consider the fertility of the soil, its drainage, the proximity to market, and the social advantages of a community the leading factors in making a location desirable but when he casts his lot in an irrigated district he finds that all the unirrigated land looks alike and all apparently worthless. He frequently finds that lands conveniently located, close to market, and with a contour and slope suited to irrigation, are yet unoccupied and for sale at small price. If he seeks for the cause from a disinterested source he will probably learn that it is lack of a water right - that other lands absorbed the stream before ditches to water the land in question were built, and that when streams run low no water is left for its use. If he is not so informed at the outset, he may learn of this through unhappy experience. The significance of a water right, and the importance of having both an adequate supply and adequate provision for its just distribution, are matters which the home seeker is most apt to overlook, as they were the last things to be properly appreciated by the early settlers. Excerpt from Irrigation in Hawaii The precipitation of atmospheric moisture is very uneven and irreg ular over the surface of the earth. There are zones that are marked by annual deluges, and there are vast areas upon which rain rarely falls. These rainless areas are not confined to conditions peculiar to specific latitudes, but are found in the tropical regions of India and Africa, over the wide plateaus of North America, and in other locali ties having widely varying climatic conditions. The regions of small rainfall are very generally distinguished by lands of great natural fertility. This is due largely, on the one hand, to the absence of great rains that leach out the elements that feed plants, and, on the other hand, to the relative absence of crops, which results from lack of rain. Among the most productive tracts upon the earth to-day are regions that were naturally arid, but which have been rendered productive by irrigation. These tracts include the Punjab and other vast districts of India, the great basin of the Nile in Africa, and large semiarid areas that have more recently been brought under cultivation in the middle and western United States. Excerpt from Irrigation Works: Constructed by the United States Government As a modern activity of the Caucasian race, irrigation in the United States on any considerable scale seems to have had its beginning in Utah in the settlement of the Salt Lake Valley. The early settlements of California, New Mexico, and other arid States extended the practice of the early Spaniards and the Indians, and irrigation developed along with the slow settlement of these then remote regions. During the early history of irrigation farmers and groups of farmers naturally confined their efforts mainly to diverting small streams upon adjacent valleys where the slope of the country and the topography were such as to make the work easy and cheap. With the values of land then existing no expensive enter prise was practicable. Such development proceeding for nearly half a century, widely distributed over the arid region, irrigated in the aggregate a very large area of land. The farmers em ployed the cheapest class of construction and seldom counted their own time in computing costs, which are hence reported very low.
