The number of environmental laws and regulations have continued to grow in the United States, making compliance with these regulations increasingly difficult. Environmental assessments became a way to determine operational consistency and compliance with current environmental regulations. The U.S. Army Corps of Engineers (USACE) has adopted an environmental compliance assessment program, based on the Environmental Review Guide for Operations (ERGO) that identifies and corrects current and potential compliance problems. Beginning in 1989, the U.S. Army Construction Engineering Research Laboratories (USACERL) and a USACE steering committee began the research that led to the publication of the ERGO. The concept was to combine Code of Federal Regulations (CFRs), Department of Defense (DOD) regulations, Department of the Army and Engineer Regulations (ERs), along with documentation of good management practices, into a series of checklists for use by compliance assessment personnel. The ERGO checklists are specifically designed for application to the hydroelectric plants, flood control dams, navigation locks, public recreation facilities, floating plant, maintenance yards, laboratories, and other facilities related to the Army's Civil Works mission. The ERGO manual is updated annually to address new environmental laws and regulations.
