"This subcommittee has long supported the collection and dissemination of accurate criminal history information in the struggle against crime. Over the past decade the subcommittee has participated in ongoing debate over precisely what type of information should be collected and exchanged, and by what means. We have expressed concern about privacy issues with regard to who has access to the information and for what purpose. Finally, we have been asking ourselves who should run such a system, the FBI or the States themselves or some combination of the two. One of the things which has emerged from this useful debate is the Interstate Identification Index project in Florida.
