This book examines the evolution of international nuclear non-proliferation trade controls over time. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime. This book will be of much interest to students of nuclear proliferation and arms control, security studies, and International Relations.

The International Atomic Energy Agency (IAEA) has the dual role of promoting the peaceful uses of nuclear energy and verifying that nuclear materials under its supervision are not diverted to military purposes (safeguards). Since 1958, in promoting the peaceful uses of nuclear energy through its technical cooperation program, IAEA has provided technical assistance to its member states by supplying equipment, expert services, and training that support the upgrading or establishment of nuclear techniques and facilities. Although the United States does not receive technical assistance, it has been the leading financial donor to IAEA'5 technical cooperation program. In March 1997, we reported to you on IAEA's technical assistance for Cuba, including assistance for the partially completed Cuban nuclear power reactors whose construction is suspended. As requested, this report examines (1) the purpose and effectiveness of IAEA's technical cooperation program, (2) the cost of U.S. participation in IAEA'5 technical cooperation program, and (3) whether the United States ensures that the activities of IAEA's technical cooperation program do not conflict with U.S. nuclear nonproliferation and safety goals.

This book makes a case for a reorientation of the nuclear nonproliferation regime, posing an alternative conceptualization of nuclear order centered on the regional level. It draws on an array of theoretical tools from the literatures on regionalism, security governance, and international institutions, developing a framework that analyzes the conditions that would allow for more robust regional nuclear cooperation. These include the presence of (1) institutional architecture, (2) political, economic, and military relations among states, and (3) fundamental regional awareness and identity. Wan then deploys this theoretical approach to several case studies, including Northeast Asia, Southeast Asia, and the Middle East, focusing on two interrelated questions. First, what is the viability of a stronger regional nuclear order in the region? Second, what form would such an order most likely take? In the process, the book identifies the magnitude and character of the proliferation challenge specific to each region. It also considers the existing character of nuclear cooperation at the regional level. Wan presents the historical development of regional nuclear order in Latin America as a model for the rest of the world. In this area, regional institutions—ranging from organizations to dialogues to ad hoc arrangements—gradually became more involved across economic, environmental, and human security domains, providing the foundation for multilateral cooperation in the nuclear arena. As his analysis shows, in light of the contemporary proliferation landscape, the establishment and strengthening of such regional nuclear orders is essential.
