This book looks at the development practices of International Non-Governmental Organisations of CONCERN from Ireland, OXFAM from the United Kingdom, and REDD BARNA (Save the Children) from Norway in Ethiopia. Micro level in-depth empirical data on the activities of these northern NGOs are collected and analysed. Following the 1984/85 famine and drought in Ethiopia, international NGOs brought relief aid to Ethiopia and took part in its distribution as well. As the relief activities declined some NGOs moved into rehabilitation and later into development work with the intention of addressing the root cause of the problems, i.e. rural poverty. The book also examines NGOs not only as 'micro-operators' but also as social forces that influence macro development policies that affect the poor in a participatory and sustainable way.

'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. In Assault on Rural Poverty, Haileleul Getahun analyzes the various causes of rural poverty and constraints impeding increased agricultural productivity during the last four decades in Ethiopia, under three different regimes. Getahun examines the feudalistic system under Emperor Haile Selassie, the command economic system of the military junta led by Mengistu Haile Mariam, and the current capitalist system of the Federal Republic of Ethiopia led by Meles Zenawi. Getahun discusses the lessons drawn from Ethiopian experience during these three regimes, as well as from other African and Asian countries. These provide the basis for recommending a small farmer-led agricultural and rural development strategy that, if implemented, would alleviate rural poverty in Ethiopia. The author maintains that the keys for successful development are the provision of institutional savings and credit for small-scale farmers and small business owners; the deep involvement of the community in project planning, implementation, evaluation and sharing of the benefits; and the use of development support communication for motivation, information dissemination, and training. Getahun argues strongly that ethnic politics in Ethiopia are destructive to Ethiopian society and militates against sustainable development. Rather, the path to peace and sustainable development requires that ethnic politics be scrapped and replaced by a genuinely democratic and widely acceptable system of governance.
