European development assistance funds are provided through the EC aid programme for developing countries, mainly funded by Germany, the UK, France and Italy. In 2000/01, one quarter of the budget of the Department for International Development (DFID) was allocated to these funds. This report considers the impact of the reforms announced in May 2002 to improvement the management of these funds; and examines a number of key issues including the coherence of development policy with other EU policy areas, resource allocation priorities, and management practices. Overall, it finds that the reforms have been reasonably successful at the level of policy and institutional change, for example, the improvements made by the EuropeAid Cooperation Office. Concerns still remain however, such as the lack of transparency in which funds are intended for poverty reduction, and the Committee highlights the need to ensure resources are targeted effectively at low-income countries if poverty reduction targets are to be met. Family caregiving affects millions of Americans every day, in all walks of life. At least 17.7 million individuals in the United States are caregivers of an older adult with a health or functional limitation. The nation's family caregivers provide the lion's share of long-term care for our older adult population. They are also central to older adults' access to and receipt of health care and community-based social services. Yet the need to recognize and support caregivers is among the least appreciated challenges facing the aging U.S. population. Families Caring for an Aging America examines the prevalence and nature of family caregiving of older adults and the available evidence on the effectiveness of programs, supports, and other interventions designed to support family caregivers. This report also assesses and recommends policies to address the needs of family caregivers and to minimize the barriers that they encounter in trying to meet the needs of older adults.
