Neglect of socio- economic needs, inequality and injustice in Nepali society attributed to the genesis of the Maoist insurgency in Nepal. In early 1990, a mass upsurge Jana Andolan paved way for multi party of governance in Nepal. The opening up of the polity increased the awareness of inequality which helped Maoist insurgency to grow dramatically. However, in November 2005, a Comprehensive Peace Agreement was reached between the Communist Party of Nepal (CPN-UML) and other main stream political parties. Monarchy was abolished. Election to the Constituent Assembly was held and a coalition government was been put in place. Inadequate steps to address the ethnic, economic and political aspirations of multi- ethnic groups have caused further unrest and created conditions for newer conflicts. Nepal shares border with India particularly with Bihar and Uttar Pradesh, there is free movement across the borders. This facilitates movement of mafia groups, drug trafficking and political activities. Control of cross border activities remains difficult and led to serious cross border implications.

In a new approach to conflict management and subsequent resolution, instead of focusing on the causes of the conflicts alone, Centre for Security Analysis (CSA) explored the consequences of the protracted conflicts Northeast of India, Jammu and Kashmir, Naxalism, Myanmar, Nepal and Sri Lanka to examine the way consequences undermine the states' efforts to bring stability, development and peace in the region. Six conflict specific studies done in the four countries established the need to analyse three major issues in greater detail ethnic/cultural identity, political management and economic factors. CSA engaged experts from India, Nepal, Sri Lanka and Myanmar to analyse as to how and what role the identity factor played out in each of the four countries and how their respective governments tried to politically manage the conflict and the consequences.

Essay from the year 2011 in the subject Politics - Region: Other States, Prithvi Narayan Campus (P.N.Campus, Pokhara, Nepal), course: none , language: English, abstract: The ideological conflicts among individuals, groups, political parties or nations occur in the process of acquiring power, position and prestige for safeguard their interests. Discussion on ideological conflicts and structural contradictions among principal actors in achieving national goal of peace and constitution has shown that their intra and inter party conflict, undemocratic behaviour, problem in ideological transformation of Maoists have obstructed the task of democratic transformation. The difficulty to democratic transition is ethnic identity rather than ideological conflict. This may determine the ideology of new regime, structure of authority, and federal values and roles of hardcore Maoists.

The Maoist insurgency in Nepal is one of the highest intensity internal conflicts in recent times. Investigation into the causes of the conflict would suggest that grievance rather than greed is the main motivating force. The concept of horizontal or intergroup inequality, with both an ethnic and caste dimension, is highly relevant in explaining the Nepalese civil war. There is also a spatial aspect to the conflict, which is most intense in the most disadvantaged areas in terms of human development indicators and land holdings. Using the intensity of conflict (fatalities) as the dependent variable and HDI indicators and landlessness as explanatory variables, the authors find that the intensity of conflict across the districts of Nepal is significantly explained by the degree of inequalities.

"This monograph analyzes the role of civil society in the massive political mobilization and upheavals of 2006 in Nepal that swept away King Gyanendra's direct rule and dramatically altered the structure and character of the Nepali state and politics. Although the opposition had become successful due to a strategic alliance between the seven parliamentary parties and the Maoist rebels, civil society was catapulted into prominence during the historic protests as a result of national and international activities in opposition to the king's government. This process offers new insights into the role of civil society in the developing world. By focusing on the momentous events of the nineteen-day general strike from April 6-24, 2006, that brought down the 400-year-old Nepali royal dynasty, the study highlights the implications of civil society action within the larger political arena involving conventional actors such as political parties, trade unions, armed revels, and foreign actors. he detailed examination of civil society's involvement in Nepali regime change sheds light on four important themes in the study of civil society. The first relates to a clear distinction between civil society as a spontaneous philosophical and associational form in the West and its mimetic articulation in the developing. The second addresses the nature of the relationship between civil society and political society and the way the former generates its moral authority and efficacy based on claims to universal reason, knowledge, and techniques of polymorphous power. The third theme explores the connection between the ideological and material basis of civil society and distinguishes between its autonomous Western origin and the recent growth in the developing world. Finally, civil society is examined in the international area: the example of Nepal reveals ways in which civil societies in the developing world are burgeoning as alternative policy instruments in interstate relations"--P.
