This manual describes the wide range of electromechanical, electrochemical and electro-optical transducers at the heart of current field-deployable ocean observing instruments. Their modes of operation, precision and accuracy are discussed in detail. Observing platforms ranging from the traditional to the most recently developed are described, as are the challenges of integrating instrument suits to individual platforms. Technical approaches are discussed to address environmental constraints on instrument and platform operation such as power sources, corrosion, biofouling and mechanical abrasion. The Carolinas RCOOS is a sub-regional component of NOAA's Integrated Ocean Observing System (IOOS). It was formally established by an award from 2007 IOOS funding, which supported the integration of two existing sub-regional programs in the southeast: the University of South Carolina (USC)-based Carolinas Coastal Ocean Observing and Prediction System (Caro-COOPS) and the University of North Carolina Wilmington (UMCW)'s Coastal Ocean Research and Monitoring Program (CORMP). These programs had been successful in developing elements of end-to-end systems, including deployment and maintenance of observing systems, data management/analyses, model development, and outreach and partnership activities. Real time data on ocean and atmospheric conditions are transmitted from offshore buoys and pier-mounted stations, and additional non-real time data, periodic water quality data, and AUV data are also incorporated in the data management system. The transition to the Carolinas RCOOS involved elimination of some observing sites; significant increases in other observing capabilities; identification of new user applications for development; and incorporation of new partners. This successful integration of sub-regional programs has illustrated how close partnering and sharing of resources and capabilities can not only enable broader regional coverage, but can also achieve valuable operational efficiencies and enhanced potential for application development.

The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

"This annual progress report reflects the status of the Integrated Ocean Observing System (IOOS), which is the U.S. contribution to the Global Ocean Observing System (GOOS), five years into the 21st century. The design plan for the initial IOOS, which includes both global ocean and coastal components, was transmitted to Congress in 2003. Implementation of the initial global ocean component began in the late 1990s and is now approximately 50% completed. Plans for the initial national network (or "backbone") and regional coastal ocean observing systems have been completed The implementation plan for the national network is nearing completion and will be submitted to the National Ocean Research Leadership Council before the end of 2006."
