The maritime domain, hosting the highways of global prosperity—through trade, industrial raw material and energy links—rates high in its potential for conflict. As the global pendulum of economic vibrancy swings eastwards, the Indian Ocean Region (IOR) has been receiving increasing attention from all actors, state as well as non-state ones, and now presents itself in sharp focus as one of the volatile seascapes on this earth. The navies operating in the region will, therefore, need to depend on high technology and associated doctrines and procedures, so as to effectively deal with the wide spectrum of challenges therein. The United States as a leader in inventing and exploiting technology sets its own benchmarks in internalization of advanced technologies to undertake maritime missions at and from the sea in support of its military operations ashore. China, on the other hand, has been striving towards achieving asymmetric war-fighting capabilities, supported by other developing technologies as well as core capabilities like the Beidou position-fixing system, which would be central to network-centric operations, including missile guidance systems. As the IOR increasingly transforms into an arena of extra-regional power play, the implications of technologically enabled confrontations and their impact on resident states are poised to weigh in on a scale never imagined before. There is thus, a greater need for India to gain in-depth knowledge of and develop a perspective on advanced technology sensors, weapons, supporting infrastructures, doctrines and futuristic concepts in the maritime domain and their potential as strategic game changers in the IOR. This book aims to foster greater understanding of the challenges facing the IOR and also look at how the technological advances in the maritime domain may possibly handle such challenges. It should provide useful resource material to those investigating the impact of technology on meeting the maritime challenges in the IOR.

The Indian Ocean Region (IOR) is of immense strategic significance on the global maritime map – not just on account of its centrality to the current trade and energy flows, but also because of the extreme disparities and inherent volatility of the region. The region faces an array of security challenges, both traditional and non-traditional. These include security of SLOCs, the problem of piracy, the possibility of renewed terrorism at and from the sea and the pervasive smuggling of people, narcotics and arms. The narrative of regional maritime security is also characterized by oscillating economic growth, growing military presence and a rapidly deteriorating ecological balance in the Indian Ocean. A stand-out feature of the IOR is the lack of correspondence between nations on issues concerning ‘security’. While using the high seas for trade, transportation of energy, major powers have tended to neglect the impact of the economic activities on the sea itself. In contrast, smaller regional countries and island states with developing economies have, at best, been able to use only those resources of the sea which are vital to their survival. As the challenges rise, the need to factor in and secure effective management of the Indian Ocean has turned into a compelling imperative. While governments and authorities grapple with complex issues trying to forge a coherent maritime policy, there is a growing recognition that unless solutions are found quickly, lives, livelihoods, and in some cases the very future of local populations could be at risk. The Indian Ocean region is a large maritime-littoral space of geo-political, geo-economic and geo-strategic significance. It is characterized by globalization, maritime trade, extra regional naval presence, asymmetric actors and non-traditional security challenges arising from climate change and natural disasters. Significantly, economics and security has been the significant feature of transactions that have shaped the historical and contemporary discourse in the region. In its historical geo-economic construct, the Indian Ocean facilitated links among the ancient trading systems of the Mediterranean, Arabian Peninsula and the Asia. There is a strong element of continuity and in the 21st century trade and energy flows link the Indian Ocean region to the global economies of the Asia–Pacific, Europe and North and South America. In its geo-strategic construct the Indian Ocean region has been an arena for rivalry between the great powers and in contemporary times the region continues to be of strategic significance to the United States, European powers, China, India and Japan whose forces are forward deployed in support of strategic and economic interests. At the functional–operational level, several extra regional navies are deployed in the Indian Ocean in support of the war on terror and to counter piracy off Somalia. In essence, the Indian Ocean region emerges as an arena of competition and cooperation and it is in this context that this paper attempts to examine its strategic dynamics. It begins by mapping the Indian Ocean and highlights the significant physical characteristics of this body of water which shape the geo-political, geo-economic and geo-strategic discourse followed by a brief historical narrative that showcases the continuity in the importance of the Indian Ocean from ancient times into the 21st century. Given these realities, it is argued that extra regional powers have exhibited a strong penchant to steer the political–economic–strategic dynamics of the Indian Ocean. Despite the apprehension of regional countries of this extra regional reality, some have been supportive of their presence. At another level, the non-traditional threats and challenges confronted by the Indian Ocean littorals are examined and proposals offered for maritime multilateralism to be a tool for states to develop cooperative mechanism for building mutual trust and confidence.
