Laws. Executive orders, and other matters relating to Indian affairs, from the organization of the Government to the present time, has been urgently needed for many years, and its desirability has been repeatedly emphasized by the Commissioner of Indian Affairs in his annual reports to Congress. The present work was undertaken by the Senate Committee on Indian Affairs in pursuance of the recommendation of the Commissioner and to meet the pressing need which the committee found for a correct compilation, convenient in form and properly indexed, so that any law, treaty, or order could readily be found. Much difficulty and vexatious delay have heretofore preceded the finding of the text of Indian treaties, orders, laws, and subsequent amendments thereto, in the scattered form in which they have only been obtainable. Owing to the great mass of matter to be examined and edited, much caution and judgment had to be exercised to keep the volumes within bounds. It is believed that the two volumes comprising this work contain everything necessary to a proper understanding of Indian legislation. Excerpt from Indian Affairs, Vol. 3: Laws and Treaties; (Laws) Compiled to December 1, 1913 I have the honor to present to the Congress, in compliance with its resolution, the third volume of my compilation of Indian Laws and Treaties. The former volumes were first published under a resolution of the Senate in 1902, and shortly thereafter a second edition was ordered by a concurrent resolution of the two Houses. This third volume brings down to date all laws relative to Indian affairs passed by Congress since 1902 together with all Executive proclamations, departmental orders, etc., relating to Indian reservations to date, a list of Indian trust funds standing to the credit of various tribes, and also several old Indian treaties which it was not possible to procure when the volume containing the treaties was prepared. It was the compiler's purpose when he began the work on the third volume to make it superior, if possible, to the first two volumes, and thinks he has succeeded at least in making it more comprehensive and useful by inserting annotations and citations from the opinions of the Supreme Court of the United States, the Federal and State Courts, the Court of Claims, the Interior Department, the Attorney General, and the Comptroller of the Treasury, wherever it was found that the laws had been construed. In addition, the compiler was successful in obtaining the consent of the publishers of the Cyclopedia of Law and Procedure (cyc) to allow the reprinting in the third volume of the article on Indians, which covers fully and completely the general law relating to Indians and will be found extremely useful as a ready reference. This, in connection with the annotations and the citations to court decisions and a thorough index will enable the freest investigation of any question relating to Indians and Indian affairs. Excerpt from Notes on Indian Affairs, Vol. 1 of 2 The facts and opinions contained in the following Papers are the result of more than fifteen years' actual residence in India, chiefly in the North-western Provinces of the Bengal Presidency; during which period, I have held various situations in the Police, Revenue, and Judicial departments, and have been in habits of close communi cation, both private and official, with the people of the country of all classes. They were first published anony mously, under the signature of A friend TO india, in the India, Gazette, one of the Calcutta daily papers; and having attracted some attention, and, I hope, been instrumental in effecting some little change in public feeling on the subjects which they embrace, I am induced to republish them in England. In so doing, I must entreat the indulgence of my readers for the imperfections of style and language, and the frequent repetitions with which they abound. They were written in the midst of heavy official occupation, which scarcely afforded me leisure even to correct the rough copy; and the same cause-still operates to prevent a more careful revision at the present moment.
