The Inclusive Classroom Profile (ICP) was developed in response to a lack of validated instruments designed specifically to measure the quality of inclusive practices, and it is based on research evidence on the effectiveness of specialized instructional strategies for meeting the individual needs of children in inclusive settings (Odom, 2004; National Professional Development Center on Inclusion, 2011; Buysse and Hollingsworth, 2009). The ICP has been used in a pilot study in the United Kingdom with promising results for the measure's reliability and validity (Soukakou, in press). The purpose of this study was to conduct the first USA demonstration study leading to validation. The measure was field tested in 51 inclusive settings in North Carolina. The following are the preliminary results from this demonstration study: (1) The measure has acceptable inter-rater agreement, is internally consistent, and shows a good factor structure; (2) Correlations with another measure of global classroom quality (ECERS-R) provided initial evidence for construct validity; and (3) Assessors reported the measure to be feasible and easy to use. In 1997, the Individuals with Disabilities Education Act (IDEA) was amended to emphasize the need for students with disabilities to have access to the general curriculum. Along with IDEA, No Child Left Behind (NCLB), emphasized that all children must have a fair, equal, and significant opportunity to obtain a high-quality education (Sec. 1001, Part A, Title 1 of ESEA; 20U.S.C. 6301) increasing the need for effective inclusion classrooms in schools around the country. This study evaluated six inclusive classrooms (three partial and three full) from a large metropolitan school district in Florida. The classrooms' best practices were assessed using the Inclusive Classroom Profile (ICP). The ICP is a 7-point rating scale conducted through an observation procedure that is designed to assess the quality of daily classroom practices of children with disabilities (Soukakou, 2007). Teacher characteristics, student characteristics, and classroom characteristics were gathered from all classrooms and analyzed through correlation tests with the ICP scores. Although statistical results did not demonstrate statistically significant data in regards to the strength of relationships between these characteristics and ICP scores, the direction of the relationship on the following characteristics: related experience, severity of disabilities, and level of support, revealed a possible impact on ICP scores.

As it is becoming more common for young children with disabilities to be included in classrooms with their typically developing peers, the need for high-quality inclusive preschool is imperative. The current measures used in Quality Rating and Improvement Systems (QRIS) are not designed to assess the quality of inclusive practices, so children with disabilities might still experience low-quality education in what may be considered high-quality programs. The Inclusive Classroom Profile (ICP) addresses this need by providing a way to measure the quality of inclusive practices in preschool classrooms. This qualitative descriptive research study investigated the social validity of the ICP among early childhood professionals. Results suggest that stakeholders view the ICP as a useful tool to inform instruction at the classroom level and can guide professional development at the program level. Recommendations and considerations for utilizing the ICP for program improvement are discussed.
