In Policing China, Suzanne E. Scoggins delves into the paradox of China's self-projection of a strong security state while having a weak police bureaucracy. Assessing the problems of resources, enforcement, and oversight that beset the police, outside of cracking down on political protests, Scoggins finds that the central government and the Ministry of Public Security have prioritized "stability maintenance" (weiwen) to the detriment of nearly every aspect of policing. The result, she argues, is a hollowed out and ineffective police force that struggles to deal with everyday crime. Using interviews with police officers up and down the hierarchy, as well as station data, news reports, and social media postings, Scoggins probes the challenges faced by ground-level officers and their superiors at the Ministry of Public Security as they attempt to do their jobs in the face of funding limitations, reform challenges, and structural issues. Policing China concludes that despite the social control exerted by China's powerful bureaucracies, security failures at the street level have undermined Chinese citizens' trust in the legitimacy of the police and the capabilities of the state.

This book sheds light on the role that grievances play for mobilisation dynamics in a context of material deprivation. Why do people protest? To what extent do grievances account for the varying size of protest events over time? The Niger Delta region of Nigeria had a long standing history of crises even before the late Ken Saro-Wiwa helped to bring these crises to the attention of the world. The international community increasingly needs Nigerian oil largely because of the political dislocations and uncertainties in some of the major oil-producing regions of the world. The book focuses on Ogoniland - one of the oil-producing communities that make up the Niger Delta. The wage arrears crisis has been one of the biggest problems facing contemporary Russia. At its peak, it has involved some $10 billion worth of unpaid wages and has affected approximately 70 percent of the workforce. Yet public protest in the country has been rather limited. The relative passivity of most Russians in the face of such desperate circumstances is a puzzle for students of both collective action and Russian politics. In Protest and the Politics of Blame, Debra Javeline shows that to understand the Russian public's reaction to wage delays, one must examine the ease or difficulty of attributing blame for the crisis. Previous studies have tried to explain the Russian response to economic hardship by focusing on the economic, organizational, psychological, cultural, and other obstacles that prevent Russians from acting collectively. Challenging the conventional wisdom by testing these alternative explanations with data from an original nationwide survey, Javeline finds that many of the alternative explanations come up short. Instead, she focuses on the need to specify blame among the dizzying number of culprits and potential problem solvers in the crisis, including Russia's central authorities, local authorities, and enterprise managers. Javeline shows that understanding causal relationships drives human behavior and that specificity in blame attribution for a problem influences whether people address that problem through protest.
