This report summarizes research on traffic barrier performance conducted by New York from 1983 through 1987, which concentrated on 1) development of height standards and tolerances for light-post barriers, 2) barrier performance related to vehicle characteristics, 3) development of an economic model to compare median barrier costs, and 4) effects of curbs on barrier performance. Accident data were obtained for approximately 3300 accidents occurring between July 1, 1982 and June 30, 1983. Of these, about 1700 were at light-post barrier sites.

Road barriers have been used as an effective countermeasure to prevent exposure of errant vehicles to both vehicles travelling in the opposite direction and to roadside hazards. The objective of this study was to evaluate the in-service safety performance of three types of road barriers (concrete barriers, steel W-beam guardrails, and high-tension cable barriers) in Indiana using cross-sectional analysis based on crash data. The quantitative evaluation was comprised of three components: 1) the effect of the road, barrier scenarios, and traffic on the barrier-relevant (BR) crash frequency, 2) the effect of the road and the barrier scenarios on the BR harmful events, and 3) the effect of the BR events and other conditions on the injury outcomes.The introduction of the BR harmful events linked the crash onset with its outcome. The three developed statistical models were connected through their inputs-outputs and followed the sequence of various BR events during the BR crash. This improvement allowed a more comprehensive and insightful analysis of the barriers' safety effects and a more efficient use of data. The injury outcomes were estimated for all the individuals in a crash rather than for the most severe outcome of a crash. Further improvement of the cost estimates was accomplished by utilizing hospital data.For median barriers, this study found that the total number of BR crashes was higher with the use of median barriers, mostly due to the introduction of collisions with barriers and an increase in the collisions after redirecting vehicles back to traffic. These undesirable effects of barriers were surpassed by the positive results of reducing hazardous events such as cross-median crashes, rollover events, and collisions with roadside hazards, which substantially reduced the number of severe injuries and fatalities.

This research effort was initiated at the request of officials of the Virginia Department of Highways and Transportation to obtain information on the performance of the precast concrete traffic barrier (PCTB) when exposed to heavy vehicles. The PCTB is a portable system used in Virginia since 1976 to separate high speed vehicular traffic and construction activities. The PCTB system was evaluated during the widening of I-95 at Ashland. The scope of the evaluation included (1) an examination of the traffic accident data for I-95 before and during construction to determine the effects of construction on the frequency and characteristics of traffic accidents, (2) an analysis of tire marks on the barrier and barrier-involved accidents to obtain an indication of the effectiveness of the PCTB in safely redirecting vehicles, and (3) an examination of the effects of the PCTB system on traffic operations. The research effort found that (1) the traffic accident rate in the construction zone on I-95 was 12% higher than before construction, (2) the reduction in the lateral distance between the vehicles in the median and shoulder lanes during construction appeared to contribute to an increase in the number of sideswipe type accidents, (3) 97% of the vehicles which impacted the barrier were safely redirected, (4) drivers were more at ease with the barrier located on the left edge of the roadway than when located on the right, and (5) vehicular speeds were reduced by only a few miles per hour when the barriers were in place. A subsequent study utilizing mathematical computer modeling techniques is recommended, since the performance of the PCTB system when impacted by a heavy vehicle was not identified in this study.
