Highway departments, which are responsible for maintenance of different highway facilities, have the continuing responsibility to make the highway as safe and efficient as possible. Traffic control approaching and within a work-zone is a major concern for these departments. The objective of this study was to test three traffic control devices white lane drop arrows, orange rumble strips, and the CB wizard alert system for their effectiveness in improving merging, and reducing speed and speed variance at an interstate highway work-zone in Missouri. Statistical tests were conducted on the speed related data collected along the approach to the work-zone lane closure when the devices were not in place and when they were in place. Results of implementing the white lane drop arrows and the CB wizard alert system indicate decreases in the percentage of vehicles in the closed lane, mean speed and speed variance. It also appears that the CB wizard alert system may be more effective than the white lane drop arrows. The CB wizard alert system in conjunction with the orange rumble strips did show similar reductions, but they were much smaller in comparison to the CB wizard alert system alone.

Information from driver studies performed during the first year of the project identified several features and conditions that created confusion and anxiety in traversing the work zone. Many of these conditions represented deficiencies in the work zone traffic control from the standpoint of positive guidance principles. This report describes the efforts to tailor the application of positive guidance procedures to work zone traffic control installations reviews. Four key steps, hazard visibility assessment, expectancy violation determination, information load analysis, and information needs specification, are described in the context of traffic control at potentially complex work zones. A methodology is presented for applying these steps in a field review process to be performed as part of the work zone traffic control installation process.

The project focuses on two major issues - the improvement of current work zone design practices and an analysis of vehicle interarrival time (IAT) and speed distributions for the development of a digital computer simulation model for queues and travel delays in work zones. Important considerations in the development of work zone design guidelines include guidance, delineation, and the safety of workers and drivers. A nationwide survey of current work zone best practices was conducted. Based on the review of the existing ODOT guidelines, superior practices available in other states, relevant research, and professional judgment of personnel involved in work zone activities, a set of guidelines for work zone design are proposed. It is anticipated that these research findings will result in the better design of work zones which will minimize traffic delays and improve safety. In the second part of the project trailers, each using two Wavetronix microwave radar units in side-fire mode, were developed to nonintrusively measure traffic. The traffic was measured at six work zones sites with different types of lane configurations at different freeways in Ohio. Traffic on the road was also independently measured using video and radar, and the results compared to records from the trailers to verify that the trailers were measuring the traffic with reasonable accuracy. IAT data of successive vehicles in freeflowing traffic ahead of work zones were analyzed and IAT distributions were generated as a function of the traffic volume for each lane and relationships between traffic volumes and cumulative IAT distributions were established allowing a direct conversion from hourly traffic counts to corresponding cumulative IAT distributions. This conversion method produces fairly accurate cumulative IAT distributions for selected hourly traffic volumes. It was also found that the same cumulative IAT distribution can be used to model the free-flowing traffic at other freeway locations in Ohio, which means that the IAT distributions are portable and scalable and a microscopic digital computer simulation model based on queueing theory may be developed to investigate traffic delays in work zones.

A statewide survey of semi-truck drivers was conducted in 6 locations in Illinois. The questionnaire contained 43 questions about truck drivers and travel characteristics, drivers' assessment of work zone features and traffic control devices, their accident and bad driving situation experiences, and their suggestions for improving traffic flow and safety in the work zones. About 930 truck drivers participated in the survey, and the responses from 834 of them were found suitable for further data analysis. The frequency of the responses to each question were analyzed. Also correlation analyses were conducted to identify the relationships among the surveyed questions. Different statistical tests were used for data analysis. Volume II of the final report, contains a detailed report of the study, including all of the information that is included in Volume I, which contains the summary of findings, conclusions, and recommendations.
