Despite being a large capital city in Africa in terms of size and its regional role, Nairobi is an unrecognised entity. For the majority of its inhabitants, the capital of Kenya is a transit point rather than a dwelling place. Since its origins, Nairobi has been a city of migrants, more predisposed to their rural roots than to their current city status. It is a non-conforming town, which conceals its urbanity more than it claims it, and whose identity remains evasive. Nairobi presents itself as a mosaic of residential areas which bring to mind the citys history. The racial segregation that stratified the development of the colonial city has today disappeared, but it has given way to a form of social segregation. One must, therefore, not seek a unique identity in Nairobi, but rather, several identitiesthose of different communities that comprise the city and whose dynamics are seen at village and residential estate level. However, Nairobi is also a city that is contradictory. This East African capital city is often associated with slums and crime, and their increase and growth stigmatises the failure of urban policies. Therefore, it is at these cracks and fringes of the city that we should seek out the identities and dynamics that have shaped the city for a century. Nairobi is a fragmented city that can be understood in steps. The 13 contributory articles in Nairobi Today thus reveal the city. This multidisciplinary collective work invites us to gain entry into certain areas of the city, to visit its communities and to familiarise ourselves with its formal and informal institutions. This is a requirement in order to fully understand what makes Nairobi what it is today.

Water utilities are the main instrument for countries to achieve universal service coverage. In pursuing universal service coverage, water utilities have turned to pro-poor water services to extend water services in low-income areas. This thesis discusses the use of pro-poor water services by water utilities in Kenya, with the intention of highlighting the dimensions of the approach that require attention of policy makers and practitioners when engaging with the concept. Based on the analysis of the technologies, financial and organisational arrangements associated with the pro-poor concept, this thesis shows that the use of pro-poor strategies allows water utilities to reduce the risks of servicing low-income areas while still claiming to fulfil their mandate of providing access to all in a commercially viable manner. The analysis also shows that rather than a decision of the water utility, the choice for pro-poor strategies emerges as the result of a consensus or compromise between the different actors that constitute the broader institutional environment in which water utilities operate. The thesis concludes that while pro-poor water services may serve the interests of water utilities and other stakeholders, in the absence of well-directed subsidies and proper monitoring they will not result in low-income households benefiting from more affordable and reliable access to water.

This study formulates conditions for sustainable impacts of inclusive and responsive governance through 'invited spaces' offered by the government and 'claimed spaces' created by the poor. The study questions how increased contributions to poverty reduction and improvement of quality of life for Nairobi citizens can be realised in an equitable and responsible way, while contributing to development of the city and country. This study examined factors influencing sewer system in urban areas with a focus to Isiolo town. These findings are of great benefit to the Isiolo water and Sewerage Company since it will find out the causes of its poor sewer performance in service delivery and thus review their sewer policies in order to improve their service delivery and performance. Improved access to water supply and appropriate sanitation is fundamental to the elimination of poverty and the achievement of millennium development Goals (MDGs). The Kenyan water sector underwent far-reaching reforms through the Water Act No. 8 of 2002. The Ministry of Water and Irrigation is in charge of policies for water supply and the Ministry of Public Health and Sanitation is in charge of policies. The study adopted descriptive research design employing ex- post facto technique. SPSS tool was used by the researcher to analyze data. Descriptive statistic such as mean, median and mode was used. On the basis of empirical findings it was recommended that the management should keep up keep up the good spirit of embracing modern technology that will enhance sewer performance. The management of Isiolo water and Sewerage Company should endeavor to maximize their staff capacity by training them and equipping them with technology skills for effective management of sewer performance.

Kenya adopted a new Constitution and began the process of devolution in 2010. The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the "devolution train" left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability.

'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

In Kenya, community run small-scale water systems play a critical role in supplying and improving access to water services in peri-urban and rural areas. This is largely because municipally-owned water services providers currently supply only 25 per cent of the country's population and 39 per cent of the population within their service areas. Historically, under a centralized institutional structure, a large number of communities were tasked with managing and recovering the operating costs of small piped water supply systems installed by government. The importance of these community providers has been recognized in recent reforms of the sector. These provide for a legal and regulatory framework for community based organizations to engage in water service provision outside major towns and cities. However, a host of problems complicate efforts to support these community organizations to become reliable service providers, including their limited management capacity, low operating revenues and lack of access to finance. Efforts to license and regulate the operations of community water projects have been hampered by the slow implementation of policies aimed at decentralizing water service delivery to communities in areas not covered by municipal water services providers. In spite of considerable liquidity within the Kenyan financial sector, domestic banks do not typically finance investments in water infrastructure because of the long term nature of infrastructure finance and the perceived lack of creditworthiness of rural and peri-urban small scale water providers. Efforts to license and regulate the operations of community water projects (CWPs) have been hampered by the slow implementation of policies aimed at decentralizing water service delivery to communities in areas not covered by municipal water services providers. With the considerable public financial resources available in the water sector, the size of the market for a loan linked product is likely to be limited over the medium term. However, public funds are not sufficient to build the infrastructure required to effectively meet the demand for water services: hence the increasing focus on cost recovery tariffs and the considerable initiatives underway to access supplementary financial resources from the private sector.
