The American Recovery and Reinvestment Act of 2009 (Recovery Act) provides $120 million in funding for the Department of Defense Energy Conservation Investment Program (ECIP), in addition to annual appropriations by Congress. The ECIP is a small, but key component of the Department's energy management strategy. This program is specifically designated for Recovery Act projects that reduce energy and water usage, and therefore, costs. This program includes construction of new, high-efficiency energy systems and the improvement of existing systems.
