Lower division transfer preparation for the university has been the primary mission of community colleges since their inception, creating an important pathway to baccalaureate degree attainment for many students who may not otherwise have the opportunity for higher education. Once considered fairly straightforward, the transfer pathway has become overly complex and difficult for students to navigate. The underlying issues with community college transfer are multifaceted and profound, and often the focus of much attention by public policy makers. This study explored the extent to which the complexity with transfer is rooted in flawed state and local policy coupled with insufficient capacity to meet the growing demand for postsecondary education at many public universities in California. This embedded case study examined the transfer pathway in one large region in southern California in the first decade of the 21st century. The study investigated the implications of flawed public policy and insufficient capacity at some public universities on the development of local policy, and the unintended consequences for transfer students who are denied admission to transfer. Further, the study described how these policy decisions are hindering access and equity in the public postsecondary education system in the region under investigation. Amidst fluctuating economic conditions, the public higher education system in California has struggled to meet increasing enrollment demand. Notwithstanding the ongoing deterioration in state appropriations for higher education in California, the need for increased baccalaureate degree attainment to meet the future economic demands of the state is more critical than ever.

This study analyzed the beliefs, attitudes, and practices of California's community college Chief Executive Officers (CEOs or presidents) as they relate to the multiple missions of community colleges and, specifically, the importance, and success of the transfer mission, compared to public data measuring student success, especially transfer rates. Correspondingly, this study attempted to appropriately define and prioritize the fundamental role of the California Community Colleges in increasing the number of students transferring to four-year institutions and to reveal any misalignments in both resources and attitudes relating to the transfer mission. This study sought to understand what, if any, emphasis is placed on the transfer mission at California community colleges and the ways CEOs balance the multiple missions of community colleges and address the open access policies that guide student admission and matriculation. Do the attitudes of CEOs at each college reflect a commitment to improving transfer rates? What is the primary mission of the CCCs--transfer or a balance among all of the missions? Within the context of many missions, do community college CEOs attempt to balance those missions and the associated resources to accomplish the goals for all students? State policymakers need to understand how the transfer mission works at the college level to guide their decisions at a state level. By discovering answers to these fundamental questions, this study may help to inform and influence potential changes in state policy.

Many community college students begin with the intention of transferring to a four-year school but relatively few actually do. One hypothesis for the low rates of successful two-to-four year transfers is that academic program choices in community colleges are too numerous and too complex. In this paper, the author will address a longer term outcome of a state articulation policy in California (number of associates degrees granted) as well as the more proximate outcome (changes in course taking patterns) implicit in these more distal goals. She will also examine whether the reform is having heterogeneous effects on different demographic groups and different degree programs. Using data from California Community Colleges, the author will answer the following research questions: (1) Do structured academic transfer programs for community college students affect student outcomes and course-taking behavior?; and (2) Does a more structured transfer program affect the demographics (race, age, SES, prior education) of degree programs in community colleges and does it have larger effects on particular groups of students? The author worked closely with a community college district in Northern California. She used exclusively administrative data for this project. This study provides preliminary evidence that the introduction of Associates degrees for transfer had an effect on the behavior of students. Tables are appended.
