Download Towards Holistic Governance Book in PDF, ePub and Kindle
The search for a more holistic approach to policy and management looks set to be as much a hallmark of public service reform in the early twenty first century as the changes introduced under the rubric of 'new public management' or 'reinventing government' were in the closing decades of the twentieth. Towards Holistic Governance presents an authoritative assessment of successes and failures to date and a new framework for analysis and implementation based on extensive research both in the UK - where the New Labour government has been an early enthusiast and pathfinder for 'joined-up government' just as its predecessors were for privatisation and contracting out - and elsewhere.

Holistic Government There are only two types of government. Representative government was attempted only once in the early days of the United States. Our founding fathers designed a constitution, which was the only known attempt to establish government of the people, by the people and for the people. As time has passed, we have drifted away from our founding ideals toward the only other type of government that has ever existed; government of the elite designed to control the people (their subjects). You will discover: ? We need to unite behind an idea, not a candidate. ? If you believe in human rights then you must believe that we are spiritual beings. ? If there is no God then people have no rights. ? If we have rights then we need to live by a moral code. ? The code that would be most universally acceptable is the American Ideal of: Truth, Justice and Individual Liberty. ? Secular Society is an atheistic state religion that allows our leaders to control society without any moral restrictions. ? The U.S. constitution is the blueprint for governing a spiritual people. It was designed to keep power decentralized. ? The American Ideal is our birthright and it can be restored if we rally around ideas rather than candidates.

This paper reports on the further developments since 2013 in the implementation of the 2010 Board decision concerning Government Finance Statistics (GFS) to Strengthen Fiscal Analysis, and develops a path to continued improvement of fiscal data in the Fund. The Board decision approved (i) developing a staggered migration strategy, including tailored capacity development inside and outside the Fund taking into consideration country-specific and fiscal surveillance needs; (ii) encouraging staff to continue the effort to routinely assess financial balance sheets during surveillance; (iii) gradually expanding the coverage of fiscal data, taking into consideration country-specific circumstances and fiscal risk assessments; and (iv) reaffirming the support for the phased implementation of the GFS over the medium term.
