There are six principal reasons why the Uruguay Round (UR) is of interest to Sub-Saharan African (SSA) countries: it will be a boost to the world economy and to demand; It covers agriculture for the first time, especially temperate crops; Non-tariff barriers (NTBs) are critical for Africa, and these are to be abolished; tariff escalation comes down in the round, encouraging industrialization; there are potential losses of preferences for African exporters; and there are new obligations associated with World Trade Organization (WTO) membership. This study, the impact of the Uruguay round on Africa, therefore attempts to measure these different factors to assess their quantitative importance for Africa.

The paper reviews Sub-Saharan Africa’s (SSA) (i) own market access commitments in the Uruguay Round, and (ii) the nature of the constraints on SSA policies set by the Uruguay Round. It concludes that SSA failed to use the Uruguay Round to lock domestic reforms to an international anchor. Apart from South Africa, most SSA countries made few substantial liberalization commitments on border protection. The new rules set few immediate constraints on SSA policies as developing countries benefit from long and extendable transition periods. The main impact of the new rules will be increased transparency of policies from increased notification requirements. Further trade liberalization will have to rely on unilateral initiatives. This paper focuses on the impact of the Uruguay Round (UR) implementation on world agriculture using a multi-regional general equilibrium model and the mapping function of the Geographic Information System (GIS). The results of this study show that the Uruguay Round has had a negative impact on world agriculture in the light of total food production and food distribution. For commodities such as grains, while grain production rises in exporting countries, the effect is not sufficient to cover the fall in production in importing countries. In particular, the impact is serious on food security in importing countries of agricultural products. The negative impact is almost concentrated in importing countries, particularly Japan, the European Union (EU) and South Korea. As is clearly visible on the maps produced by the GIS function, the real state of world agriculture as well as the results evaluated by this Computable General Equilibrium (CGE) model has changed negatively in major importing countries and particularly the Least Developed Countries (LDCs), Sub-Saharan Africa following the Uruguay Round.
