Among the poor, women are considered the more vulnerable. Widowed, divorced or discarded by the husband is a common phenomenon among the rural poor. The government has thus introduced special SSN program to protect them. The two-year Vulnerable Group Development (VGD) program is the largest SSN program that provides in-kind transfer with development programs for selected women-headed poor family to help them get out of the poverty. This study was an attempt to provide evidence using household survey data on whether the VGD program improves beneficiary household welfare and reduces poverty. The study found that the number of participants in the program is negatively related to the poverty rate as well as the probability of falling below the poverty line. Besides, this book shades light on how the VGD program improves well-being of the targeted people. Therefore, this book will guide the development policy makers who are working on poverty issue.

Social protection programs are primarily focused on influencing household behavior in the short term, increasing consumption to reduce poverty and food insecurity, and promoting investments in human capital. A large body of evidence across numerous settings shows that cash and food transfer programs are highly effective in doing so. However, there is growing interest in understanding the extent to which such programs can help households stay out of poverty in the longer term, specifically after transfers end. We bring new evidence to this question, re-interviewing Bangladeshi households that participated in a well-implemented randomized social protection intervention four years after it ended. We find that combining transfers, either cash or food, with behavior change communication activities sustainably reduced poverty. Cash transfers alone had sustainable effects, but these were context-specific. The beneficial impacts of food transfers did not persist four years after the intervention finished.

We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.

Safety nets are noncontributory transfer programs targeted to the poor or vulnerable. They play important roles in social policy. Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Social protection is an essential government investment that contributes to economic growth and makes growth more pro-poor through directly reducing poverty. The Government is strongly committed to reducing poverty, improving human development and reducing inequality. This commitment is reflected in Vision 2021, the Perspective Plan 2010,Äì2021 and in the Sixth & Seventh Five Year Plans. The Government realizes that notwithstanding the past impressive progress with poverty reduction, there is a substantial number of populations that remains exposed to poverty owing to various vulnerabilities. Evidence shows that the poor and vulnerable group cannot cope with all the frequently occurring risks and shocks with their own resources. In recognition of these concerns, the Government has embarked upon the formulation of a comprehensive National Social Security Strategy. It builds on the past rich experience and seeks to streamline and strengthen the existing safety net programs. It also broadens the scope of Social Security from the narrow safety net concept to include employment policies and social insurance to address the emerging needs. Given this backdrop, this chapter deals with the assessment of social security interventions against Life Cycle Risks, measures for resilience of safety net programs, and finally presents the government priorities based on existing policies.
