Climate change has brought large instabilities in agricultural systems, in terms of both crop yield and net farm income. Climate smart agriculture is one of the innovative methods that tries to build resilience in agricultural systems. A study is conducted in Raichur district of Karnataka state in India to assess the impact of adoption of laser land levelling (LLL), a climate smart agriculture technology, on crop yield and farmers’ income. A primary survey was conducted in 2018 among 604 paddy growing farmers in Raichur district. The study provides results based on both qualitative and quantitative analysis of the data. The study examines farmers’ perceptions about climate change and effectiveness of LLL. Statistically, the results are evaluated using econometric methods like propensity score matching, coarsened exact matching, and endogenous switching regression. Advanced econometric methods are adopted to check for the problem of unobserved endogeneity. Adoption of laser land levelers increased crop yield by 0.5 tonnes/hectare and net farm income by Rs. 5000 per annum. Further, farmers observed drought as the most extreme climatic event which resulted in heavy crop loss to them. Lastly, farmers revealed that adoption of LLL reduced cost of cultivation and limits crop loss due to climate variability.

South Asia is primarily an agrarian economy facing the five transitions of population growth, urbanization, increasing income, shift toward animal-based food, and climate change simultaneously. The purpose of this study was to assess the impact of irrigation on household food security and poverty using a case study of Bwanje Valley Irrigation Scheme in Malawi. The results also showed a positive impact of irrigation on daily per capita caloric intake, with both groups of irrigating farmers realizing similar improved levels of caloric intake over farmers that did not participate in the irrigation scheme. In addition, traditionally marginalized groups - households headed by youth, female-headed households, and low-income households - earned more agricultural income than what they would have earned if they did not participate in the irrigation scheme.

This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)–-funded project “Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa.” The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughts—which may intensify due to climate change—poor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers’ high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

More than 200 million people living in dryland regions of Sub-Saharan Africa make their living from agriculture. Most are exposed to weather shocks, especially drought, that can decimate their incomes, destroy their assets, and plunge them into a poverty trap from which it is diffi cult to emerge. Their lack of resilience in the face of these shocks can be attributed in large part to the poor performance of agriculture on which their livelihood depends. Opportunities exist to improve the fortunes of farming households in the drylands. Improved farming technologies that can increase and stabilize the production of millet, sorghum, maize, and other leading staples are available. Irrigation is technically and economically feasible in some areas and offers additional opportunities to increase and stabilize crop production, especially small-scale irrigation, which tends to be more affordable and easier to manage. Yet many of these opportunities have not been exploited on a large scale, for reasons that include lack of farmer knowledge, nonavailability of inputs, unfavorable price incentives, high levels of production risk, and high cost. Future production growth in drylands agriculture is expected to come mainly from raising yields and increasing the number of crop rotations on land that is already being cultivated (intensifi cation), rather than from bringing new land into cultivation (extensifi cation). Controlling for rainfall, average yields in rainfed cropping systems in Sub-Saharan Africa are still much lower than yields in rainfed cropping systems in other regions, suggesting that there is considerable scope to intensify production in these systems. Furthermore, unlike in other regions, production of low-value cereals under irrigation is generally not economic in Sub-Saharan Africa unless the cereals can be grown in rotation with one or more high-value cash crops. The long-run strategy for drylands agriculture, therefore, must be to promote production of staples in rainfed systems and production of high-value cereals (for example, rice), horticultural cops, and industrial crops in irrigated systems. Based on a detailed review of currently available technologies, Improved Crop Productivity for Africa’s Drylands argues that improving the productivity and stability of agriculture in the drylands has the potential to make a signifi cant contribution to reducing vulnerability and increasing resilience. At the same time, it is important to keep in mind that in an environment characterized by limited agro-climatic potential and subject to repeated shocks, farming on small land holdings may not generate suffi cient income to bring people out of poverty.
