Information technology (IT) plays a critical role in enabling the Department of Homeland Security's (DHS's) U.S. Citizenship and Immigration Services (USCIS) to accomplish its mission. In 2009, it was reported that insufficient IT staffing and limited information technology budget authority impeded the USCIS Chief Information Officer (CIO). This follow-up audit was conducted to determine USCIS's progress in establishing key information technology management capabilities to support mission needs. The report contains four recommendations aimed at improving USCIS's IT. Figures and tables. This is a print on demand report.

The Department of Homeland Security (DHS) assumed responsibility for the immigration enforcement and services programs of the former Immigration and Naturalization Service (INS) in 2003. The three DHS bureaus with primary responsibility for immigration functions are U.S. Customs and Border Protection (CBP), U.S. Citizenship and Immigration Services (CIS), and U.S. Immigration and Customs Enforcement (ICE). This transfer creates a great opportunity for DHS to address long-standing management and operational problems within INS. The Homeland Security Act requires GAO to review the transfer of immigration functions to DHS. In response, this report assesses the status of (1) communication and coordination of roles and responsibilities, (2) integration of immigration and customs investigators in ICE, and (3) administrative services and systems in CBP, CIS, and ICE.

The Department of Homeland Security (DHS) is conducting a multiyear, multibillion-dollar acquisition of a new trade processing system, planned to support the movement of legitimate imports and exports and strengthen border security. By congressional mandate, plans for expenditure of appropriated funds on this system, the Automated Commercial Environment (ACE), must meet certain conditions, including GAO review. This study addresses whether the fiscal year 2006 plan satisfies these conditions; it also describes the status of DHS's efforts to implement prior GAO recommendations for improving ACE management, and provides observations about the plan and DHS's management of the program.
