"The U.S. Army is facing challenges stemming from behavioral health issues, misconduct, and adjustment to changing demographics. Long-term solutions to these problems very likely require changes in the Army's organizational culture and climate, but institutional change in large organizations is typically very difficult. To deal with these challenges, researchers identify promising approaches to institutional change from the literature on organizational culture and climate. Researchers use findings from a systematic literature review, vetted by a panel of experts on organizational culture change and the military context, to develop recommendations. At the conclusion of this report, researchers recommend promising strategies for embracing change in the Army based on the literature. These strategies should help the Army prioritize organizational culture change; adopt a common definition of organizational culture; determine target problems amenable to culture change; assess the Army's current culture and climate in the problem context; develop a strategy for culture change with clear goals; engage stakeholders at all levels in the Army; and target training to maximize resources and uptake."--Publisher's description

Leaders within the US Army regularly discuss change and attempt to execute organizational change but with unpredictable results. Unfortunately, there is limited information within US Army doctrine to described how leaders should plan and execute organizational change. The doctrine suggests that leaders should use a closed system sequential process like John Kotter's 8-Step Change Model. The problem with this approach is that organizations are open systems that rely on continuous interaction with the external environment to survive. A closed system approach fails to take into consideration the numerous variables that could influence the change process. This monograph begins by examining the shortcomings with the US Army's doctrine and education on organizational change. These shortcomings then justify evaluating the need to consider other organizational change theories. The Burke-Litwin Model of Organization Performance and Change is a proven open system theory that leaders use to evaluate and implement revolutionary large system change. The Burke-Litwin model then serves as the framework to assess the US Army's successful organizational change after the Vietnam War to AirLand Battle. The case study demonstrates that large scale revolutionary change requires audacious leaders who develop and adapt the organization's mission and culture based on the continuous interaction with the external environment. Organizational change is inherently a complex process that requires more than a checklist to successfully complete. This monograph proposes that the US Army update their doctrine and education to include open systems theory when presenting organizational change. With the March 2010 publication of FM 5-0, The Operations Process, the U.S. Army formally introduced Design into its doctrine. Design is defined in FM 5-0 as “a methodology for applying critical and creative thinking to understand, visualize, and describe complex, ill-structured problems and develop approaches to solve them” (Headquarters; Department of the Army, 2010) p. 3-1). The intent of Design is to help Commanders respond more adeptly to interactively complex, dynamic, and novel situations. It emphasizes using collaborative discourse to develop a holistic understanding of a problem space so that the appropriate solution becomes apparent. Though many people contend that successful Commanders have always engaged in Design-type activity, the codification of Design in doctrine nonetheless represents a significant organizational change for the Army. Organizational change efforts are often met with resistance, and the intended benefits of the change may go unrealized. Introducing an innovation, even when it is arguably an improvement over current practice, does not assure successful adoption of the innovation. A host of challenges that are often unrelated to the technical merits of new ideas can undermine successful implementation. The goal of this research effort was to illuminate the issues associated with introducing Design into the U.S. Army. A primary focus of the project was to identify and document significant organizational barriers to integration and operational use of Design. The research team also developed recommendations for steps the Army can take to address the challenges and facilitate the assimilation of Design into operations. The research team conducted three main tasks to identify significant obstacles to incorporating Design into operations. The first task was a literature review, focusing on military publications, doctrine, Combined Arms Center (CAC) blog posts, literature from the field of cognitive psychology, and literature from the field of organizational change. The second task was to conduct interviews with a variety of subject-matter experts, including those who teach Design, those who have received formal education in Design, and those who have applied Design-type activities in the field. The third task consisted of analysis and synthesis of the data, and development of recommendations. Although aspects of these findings have been documented elsewhere, there are currently no sources that address a comprehensive collection of barriers to adopting Design in the Army, nor that offer strategies for facilitating integration. Thus, this report offers a comprehensive account of the range of challenges affecting institutionalization of Design in the Army, in addition to suggestions for mitigating them. Recommendations are organized around the following topics: promoting Design within the Army, accumulating an evidence base, educating/instructing Design, rewards and incentives, facilitating the link to practice, and future research. The authors believe that awareness of the barriers and attention to strategies for addressing them will enhance the likelihood of effectively infusing Design into the way the Army does business. The findings of this research can benefit a variety of stakeholders, including Army leaders who are communicating and educating forces on the concept of Design and its application, doctrine authors who will be evolving the concept of Design in future iterations of doctrine, and Commanders and planning staff who are implementing Design in military operations. The findings may also be useful for those seeking insight into future research needs.

As the United States enters a new century, its army confronts the difficult problems associated with transformation in an uncertain world. Moreover, the strategic environment makes it entirely unclear where, or when, or for what strategic purposes U.S. ground forces will find themselves committed to battle in coming decades. Yet, both the strategic environment as well as the harsh lessons of the past have a direct bearing on why the Army has begun the processes of transformation. The study of the past cannot lead to prediction as to the nature and conduct of war in the 21st century, but it does underline that sometime in the future the Army will find itself committed to a major conflict. Moreover, the nature of the current strategic environment suggests the parameters within which the future Army will have to operate. Finally, history is crucial to understanding what factors and approaches might best prepare the Army to meet future threats. This introduction, then, represents an attempt to set out for the reader the issues-past, present, and future-that could best frame the Army's approach to transformation and innovation. The past is crucial to understanding why ground forces will always be essential to achieving the political aims for which wars are fought. Moreover, the current strategic environment indicates that U.S. military forces are going to have to readdress the two old questions of time and distance.
