110th Congress, 2nd Session. Jacket 41-228PDF or 41-228 PDF. The promotion of human rights is an essential piece of our foreign policy. This effort will be a global one that reaches beyond government alone. The reports in this volume will be used as a resource for shaping policy, conducting diplomacy, and arranging assistance, training, and other resource allocations. The reports will also serve as a basis for the U.S. Government’s cooperation with private groups to promote the observance of internationally-recognized human rights. The Country Reports on Human Rights Practices cover internationally-recognized civil, political and worker rights, as set forth in the Universal Declaration of Human Rights. These rights include freedom from torture or other cruel, inhuman or degrading treatment or punishment; from prolonged detention without charges; from disappearance or clandestine detention; and from other flagrant violations of the right to life, liberty and the security of the person.

This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

National Human Rights Institutions (NHRIs) – human rights commissions and ombudsmen – have gained recognition as a possible missing link in the transmission and implementation of international human rights norms at the domestic level. They are also increasingly accepted as important participants in global and regional forums where international norms are produced. By collecting innovative work from experts spanning international law, political science, sociology and human rights practice, this book critically examines the significance of this relatively new class of organizations. It focuses, in particular, on the prospects of these institutions to effectuate state compliance and social change. Consideration is given to the role of NHRIs in delegitimizing – though sometimes legitimizing – governments' poor human rights records and in mobilizing – though sometimes demobilizing – civil society actors. The volume underscores the broader implications of such cross-cutting research for scholarship and practice in the fields of human rights and global affairs in general.

This report is the fourth in a series on global security, and examines the foreign policy aspects of the United Kingdom's relationship with Japan, the Republic of Korea (South Korea) and the Democratic People's Republic of Korea (North Korea). The current political and economic scene in Japan and South Korea is outlined. The regional relations of Japan and South Korea are then examined, including those with the United States and China, trade agreements and regional security forums. The focus on North Korea covers the nuclear programme, human rights, food security, regime reform and stability, North-South Korea relations and military matters. The involvement of Japan and South Korea in international affairs is also scrutinised, including climate change, development assistance, and the United Nations. The report concludes with a review of economic and cultural relations between the UK and Japan and South Korea.
