The objective of this study was to investigate three areas of interaction between pilots and the TCAS II Collision Avoidance System in order to examine the following areas of concern: (1) Did pilots maneuver on traffic advisory (TA) information? (2) Did the pilots' use of the system increase the miss distance between conflicting aircraft? (3) Would an alternate design for the resolution advisory (RA) display be more effective than the current display? The first two questions were answered with data obtained from a NASA-Ames simulation using airline crews and a Boeing 727 flight simulator. Evaluation of these data reveal 14 incidents were pilots successfully maneuvered their aircraft using TA information. Forty scenarios where the TCAS II system directed evasive maneuvers were examined. These results show that the recommended avoidance maneuvers increased aircraft miss distance in 37 cases. Alternate designs for the resolution advisory display were evaluated using military and civilian pilots reacting to a computer display simulation. These results demonstrate that a 'red and green' RA display is more effective than the current 'red only' RA display. Keywords: Air traffic control systems, Theses. (sdw).

A System Safety study was conducted to assess the overall safety characteristics associated with use of the airborne collision avoidance system called minimum TCAS II (Traffic Alert and Collision Avoidance System). The limitations imposed by incomplete transponder equipage, altimetry instrumentation errors, and suddenly maneuvering intruders were quantified. Other failure mechanisms, including those related to human factors, were also assessed. The role of visual acquisition and a quantitative evaluation of it was explored. The impact on system safety caused by the failure modes and their interrelations was evaluated by means of a fault tree analysis.

An operational evaluation of the Traffic Alert and Collision Avoidance System (TCAS II) Industry Prototype was conducted to assess the utility of TCAS II to flight crews, to assess the impacts of TCAS on flight crew workload, to assess the impacts of TCAS on the air traffic control (ATC) system, and to obtain flight crew comments on TCAS design parameters and cockpit displays. The evaluation was conducted on one Boeing 727 aircraft operating in airline revenue service with Piedmont Airlines. Quantitative data on TCAS performance were collected to characterize the location and frequency of TCAS advisories. Qualitative data were collected from flight crews and cockpit observers to assess the impacts of TCAS on ATC and the flight crews. Minor operational anomalies the utility of TCAS and to assess were identified and changes to operational procedures or TCAS logic were recommended.
