The Poverty and Social Impact Analysis (PSIA) approach, introduced by the World Bank in FY02, aimed to help the Bank and its client countries anticipate and address the possible consequences of proposed policy reforms, especially on the poor and vulnerable, and to contribute to country capacity for policy analysis. According to the Bank, by FY07 it had undertaken 156 PSIAs in 75 countries and 14 sectors. Total Bank and other donor support to PSIAs over FY04-06 was $15 million. Development literature has emphasized the importance of understanding the institutional and political constraints to development, building domestic ownership of policy reforms, and assessing the distributional impacts of policy actions. The PSIA approach has correctly emphasized these aspects. The Bank has produced a substantial body of guidance on how to address these aspects, and that guidance has been refined over time to incorporate lessons learned. "Poverty and Social Impact Analysis (PSIA) is an approach used increasingly by governments, civil society organizations, the World Bank, and other development partners to examine the distributional impacts of policy reforms on the well-being of different stakeholders groups, particularly the poor and vulnerable. PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. Poverty and Social Impact Analysis of Reforms presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The objective of this paper is to present some early experiences of poverty and social impact analysis (PSIA) from the PRGF-supported programs in the African Department. The paper illustrates that many staff country reports have taken a first step toward PSIA by making more explicit the links between poverty and policies. Various examples highlight that even though relationships can be complex and analysis, as a result, may not be definitive, it is possible to assess some of the potential poverty effects even in countries with limited data, and therefore contribute to a more informed policy debate and design. The paper concludes that PSIA can help design policies that are more pro-poor, better define appropriate compensatory and complementary measures where appropriate, and support country ownership of reforms by promoting a public debate on trade-offs between policy choices. In light of this, the paper proposes that PRGF policy advice would benefit from more systematic PSIA and that staff country reports could report more on the potential policy trade-offs and poverty outcomes based on PSIA.

Following the adoption by the international community of the Poverty Reduction Strategy Paper (PRSP) approach, which provides the basis for concessional lending by the multilateral institutions, there has been a resurgence of interest in the poverty and social impact analysis (PSIA) of different policy reforms being considered by the low income countries. This paper reviews some of the major techniques and frameworks for assessing the PSIA. It highlights their strengths and weaknesses and suggests a relatively simple analytical framework for the PSIA based on household survey data. The paper then shows how the suggested framework could be utilized to investigate the poverty/income distributional implications of introducing a value-added tax (VAT). The results indicate that a revenue-neutral uniform VAT is regressive in its impact on different households. In order to mitigate the adverse impact, the paper explores the distributional impact of an alternative policy package consisting of a basic rate of VAT with exemptions and excise taxes for certain commodity groups chosen on the basis of their distributional characteristics. The distributional consequences of the alternative package are found to be superior to those of the uniform VAT.

The Poverty Reduction and Growth Facility (PRGF) is used by the IMF to provide support for countries’ implementation of their poverty reduction and growth strategies. A key requirement in the design of PRGF programs is understanding the effects of reform program measures on vulnerable groups—particularly the poor—and how to devise measures to mitigate any negative effects. Poverty and social impact analysis (PSIA) is a critical instrument for pursuing this goal.
