Routledge International Handbook of Critical Gang Studies is rooted in the instability, inequality and liquidity of the post-industrial era. One of the more dangerous contemporary threats to the quality of life is the collaboration of the political establishment with the criminal underworld - the political-criminal nexus (PCN). This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.

In most Southeast Asian countries, the members of the Chinese Diaspora have secured important position in the fields of administration, education and religion. Thanks to their capacity to work and to adapt as well as their frugality, their cultural influence continues to grow. Clans and factions form the essential structure of the ancient Chinese society. If Imperial China never developed a Civil Law, it's probably because the ancient Chinese society never really saw the need for it. This structure of relations could also explain why the Chinese civilisation didn't develop a real territorial reference. The Chinese Diaspora today covers different political and economical realities which could be conflicting. What primarily characterises the Diaspora is apparently its great capacity to organise itself in any economical, political, social or cultural environment. The capacity if its economic and administrative elites had been the determining factor of their development. However, the existence of informal and trans-national networks can also help the development of criminal activities. The presence of mafia groups and gangs of Chinese origin and their collusion with the world of finance and politics are historical facts in the region and could represent today a real threat for its stability. These criminal networks tend to forge business link with their Japanese, Russian, Korea, Italian or South American counterparts and sometimes could interfere with the process of political decision making.

This book examines the politics of policing in Greater China, including mainland China, Taiwan, Hong Kong, and Macao. As the author shows, police ideological indoctrination is strongest in mainland China, followed by Hong Kong, and Taiwan, where the police is under increasing political stress, in the aftermath of rising public protests and socio-political movements. Macao's police, on the other hand, is far less politicized and indoctrinated than their mainland Chinese counterpart. This book demonstrates that policing in China is a distinctive and extensive topic, as it involves not only crime control, but also crisis management and protest control, governance and corruption (or anti-corruption), the management of customs and immigration, the control over legal and illegal migrants, the transfer of criminals and extradition, and intergovernmental police cooperation and coordination. As economic integration is increasing rapidly in Greater China, this region's policing deserves special attention.
