The purpose of this report is to provide forecasts of future demand for diagnostic tests used in the fields of HIV and viral hepatitis. These forecasts have multiple potential uses. First, they may inform advocacy efforts to increase access to diagnostics. Second, they may guide health systems and procurement organizations in planning how to obtain adequate supplies of diagnostics to fulfil service delivery needs. Third, they may aid manufacturers in identifying opportunities to contribute to meeting anticipated market demands. This report jointly presents diagnostic test forecasts across disease areas in recognition of the benefits of addressing HIV and viral hepatitis B and C in a coordinated manner.

Testing and diagnosis of hepatitis B (HBV) and C (HCV) infection is the gateway for access to both prevention and treatment services, and is a crucial component of an effective response to the hepatitis epidemic. Early identification of persons with chronic HBV or HCV infection enables them to receive the necessary care and treatment to prevent or delay progression of liver disease. Testing also provides an opportunity to link people to interventions to reduce transmission, through counselling on risk behaviors and provision of prevention commodities (such as sterile needles and syringes) and hepatitis B vaccination. These are the first WHO guidelines on testing for chronic HBV and HCV infection and complement published guidance by WHO on the prevention, care and treatment of chronic hepatitis C and hepatitis B infection. These guidelines outline the public health approach to strengthening and expanding current testing practices for HBV and HCV, and are intended for use across age groups and populations.

WHO has set a global goal to eliminate HCV as a public health problem by 2030. WHO estimates that 58 million people had chronic hepatitis C virus (HCV) infection globally in 2019, and less than a quarter of them were diagnosed. New and innovative approaches are needed to accelerate progress toward the HCV elimination targets. Self-testing is one such approach. These guidelines provide a new recommendation and guidance on HCV self-testing to complement existing HCV testing services in countries. These guidelines also highlight operational considerations to support strategic implementation and scale up of HCV self-testing.

The Consolidated guidelines on HIV, viral hepatitis and STI prevention, diagnosis, treatment and care for key populations outline a public health response for five key populations (men who have sex with men, trans and gender diverse people, sex workers, people who inject drugs and people in prisons and other closed settings). They present and discuss new recommendations and consolidate a range of recommendations and guidance from current WHO guidelines. Particularly for key populations, social, legal, structural and other contextual factors both increase vulnerability to HIV, viral hepatitis and STIs and obstruct access to health and other essential services. These guidelines highlight the critical importance of addressing structural barriers in all settings as a priority. In most countries, inadequate coverage and poor quality of services for key populations continue to undermine responses to HIV, viral hepatitis and STIs. All countries should prioritise reaching key populations and supporting key population communities to lead the response and provide equitable, accessible and acceptable services. In most countries, inadequate coverage and poor quality of services for key populations continue to undermine responses to HIV, viral hepatitis and STIs. All countries should prioritise reaching these key populations and supporting key population communities to lead the response and provide equitable, accessible and acceptable services to these groups.

"This report provides projections of the future demand for human immunodeficiency virus (HIV) diagnostic tests. These projections are intended to inform advocacy for the scale up of access to diagnostics, so that the UNAIDS 90-90-90 targets for HIV treatment access can be met. They will likely also be useful for producers, enabling them to plan for adequate supply and to procurement organizations in planning future funding and long-term purchase plans. The projections rely on data from a number of different sources including an annual country survey conducted by the World Health Organization (WHO), purchases reported to the Global Price Reporting Mechanism, data on past use provided by the Clinton Health Access Initiative (CHAI) for 21 high-burden countries, and purchase data from United States President's Emergency Plan for AIDS Relief (PEPFAR) programmes supported by the Partnership for Supply Chain Management (PFSCM)."--Page 10.
