Excerpt from Historical Sketches of the Reign of Queen Anne These sketches were written a number of years ago for the American magazine the Century, but the publication of them was long delayed, and it was found in the end that their length was too great to be consistent with the amount of illustrations, which are a great feature of that magazine. In these circumstances literature had to give way to art, and the papers were 'cut' as remorselessly, but much more cleverly, than Mr. Puff's play, the thread of the narratives being skilfully retained, while all that an author prizes in the superfluous way of literary style or ornament was cleared away. In this succinct and concentrated form the Sketches of the Reign of Queen Anne have been reproduced in America in a handsome volume, which, were they important enough to tempt any critic, it might be amusing to compare with this present English edition, which contains the chapters as they were written, untouched by the stern scissors of a transatlantic Fate - who perhaps might be found to be a deity benevolent to the reader, and not, except to the author, the blind Fury with the abhorred shears. The number of reigning women has no doubt been very limited, but it is curious to note how kindly the feminine mind takes to the trade of ruling when ever the Opportunity occurs to it. It is, perhaps, the only branch of mental work in which it has attained a true and satisfactory greatness. The only queen-regnant we know of who was nobody was our own placid Queen Anne. Such names as those of Isabella of Castile, of Elizabeth, and Maria Theresa, are very illustrious examples of this fact. The historian cannot regard those princely personages with the condescending approbation which critics in every other branch of science and art extend to women. They are great monarchs, figures that stand fully out against the background of history in the boldest and most forcible lines; and that in very absolute contradiction to all conventional theories. The name at the head of this page is not that of a historical personage of the first eminence; but it is that of a very remarkable woman, who holds no insignificant rank in the long line of English sovereigns. The period is called the reign of George II.; but so long as her life lasted, it was Caroline who was the Queen. The queen came to the House of Peers, and the Commons being sent for, they were directed by the Lord Chancellor to return to their House and choose a Speaker, and present him that day se'night. They unanimously made choice of Mr Smith, their former Speaker, and then adjourned to the thirtieth of the same month." The Lords adjourned to the same day, after thirteen of the sixteen peers assigned to "that part of Great Britain called Scotland" had been admitted to their places by virtue of their respective writs, each being introduced by two English peers of the same rank. Thus it was tacitly assumed that the English organisation and forms would rule the new Legislature of the two nations. It could not be otherwise; and fortunately the question of giving Scots institutions a share in the new legislative action was never seriously opened, because it must have been the suggestion of an impossibility, to be met by the doctrine that the admission of any institutions or practices peculiar to the Estates of Scotland would have materially damaged the Parliament of Great Britain.
