Excerpt from Hints Toward Reforms, in Lectures, Addresses, and Other Writings Carlyle, if I rightly remember, tells us of an impulsive Frenchman, who, in the very crisis of the great Revolution, when the frenzied public mind was intent on nothing short of the world's regeneration, and the due and ample feeding of the Guillotine as essential thereto, rose in the National Convention, full to bursting with an idea which he could no longer stifle, and vociferated, "Mr. President, I move that all the knaves and dastards be arrested!" - the very thing, you see, that the whole People were intent on, expressed in one very compact sentence. Where prisons could be found to hold the arrested, or jailers to guard them, - much more, provisions to subsist them - the mover had never stopped to calculate. He saw clearly that the fundamental evil, parent and fountain of all others, was the impunity allowed, the favor manifestly shown, to Knavery and Cowardice, and he was bent on a Radical Reform. A right good fellow, he was, too, at heart, I am sure, though not, perhaps, so practically sagacious, so readily cognizant of the relations of means to ends, as he might have been. For over a century, Americans have translated their cultural anxieties and hopes into dramatic demands for educational reform. Although policy talk has sounded a millennial tone, the actual reforms have been gradual and incremental. Tinkering toward Utopia documents the dynamic tension between Americans' faith in education as a panacea and the moderate pace of change in educational practices. In this book, David Tyack and Larry Cuban explore some basic questions about the nature of educational reform. Why have Americans come to believe that schooling has regressed? Have educational reforms occurred in cycles, and if so, why? Why has it been so difficult to change the basic institutional patterns of schooling? What actually happened when reformers tried to reinvent schooling? Tyack and Cuban argue that the ahistorical nature of most current reform proposals magnifies defects and understates the difficulty of changing the system. Policy talk has alternated between lamentation and overconfidence. The authors suggest that reformers today need to focus on ways to help teachers improve instruction from the inside out instead of decreeing change by remote control, and that reformers must also keep in mind the democratic purposes that guide public education.
