National Performance Management Measures - Assessing Performance of National Highway System, Freight Movement on Interstate System (US Federal Highway Administration Regulation) (FHWA) (2018 Edition) The Law Library presents the complete text of the National Performance Management Measures - Assessing Performance of National Highway System, Freight Movement on Interstate System (US Federal Highway Administration Regulation) (FHWA) (2018 Edition). Updated as of May 29, 2018 This final rule is the third and last in a series of three related rulemakings that together establishes a set of performance measures for State departments of transportation (State DOT) and Metropolitan Planning Organizations (MPO) to use as required by the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation (FAST) Act. The measures in this third final rule will be used by State DOTs and MPOs to assess the performance of the Interstate and non-Interstate National Highway System (NHS) for the purpose of carrying out the National Highway Performance Program (NHPP); to assess freight movement on the Interstate System; and to assess traffic congestion and on-road mobile source emissions for the purpose of carrying out the Congestion Mitigation and Air Quality Improvement (CMAQ) Program. This third performance measure final rule also includes a discussion that summarizes all three of the national performance management measures rules and the comprehensive regulatory impact analysis (RIA) to include all three final rules. National Performance Management Measures - Assessing Pavement Condition for National Highway Performance Program (US Federal Highway Administration Regulation) (FHWA) (2018 Edition) The Law Library presents the complete text of the National Performance Management Measures - Assessing Pavement Condition for National Highway Performance Program (US Federal Highway Administration Regulation) (FHWA) (2018 Edition). Updated as of May 29, 2018 The purpose of this final rule is to establish measures for State departments of transportation (State DOT) to use to carry out the National Highway Performance Program (NHPP) and to assess the condition of the following: Pavements on the National Highway System (NHS) (excluding the Interstate System), bridges carrying the NHS which includes on- and off-ramps connected to the NHS, and pavements on the Interstate System. The NHPP is a core Federal-aid highway program that provides support for the condition and performance of the NHS and the construction of new facilities on the NHS. The NHPP also ensures that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State's asset management plan for the NHS. This final rule establishes regulations for the new performance aspects of the NHPP that address measures, targets, and reporting. The FHWA is in the process of creating a new public Web site to help communicate the national performance story. The Web site will likely include infographics, tables, charts, and descriptions of the performance data that State DOTs report to FHWA. The FHWA issues this final rule based on sec. 1203 of MAP-21, which identifies national transportation goals and requires the Secretary to promulgate rules to establish performance measures and standards in specified Federal-aid highway program areas. About 43,000 people died and another 290,000 were seriously injured on the nation's roads in 2006. To reduce these numbers, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) nearly doubled funding for the Federal Highway Administration's (FHWA) Highway Safety Improvement Program (HSIP). SAFETEA-LU added requirements for states to develop strategic highway safety plans that include four key elements and to publicly report on at least the top 5 percent of hazardous locations on all of their public roads. The act also set aside funds for a legacy rail-highway crossing program and a new high-risk rural road program. As requested, GAO examined (1) states' implementation of HSIP following SAFETEA-LU, (2) HSIP results to date, and (3) FHWA's guidance and assistance to states. GAO analyzed plans from 25 states, including 19 randomly selected states and 6 states that GAO visited. GAO also interviewed FHWA and state safety officials.

"Abstract: The Highway Safety Improvement Program (HSIP) is a core Federal-aid program for State Departments of Transportation (State DOTs) administered by the Federal Highway Administration (FHWA). This is a major source of funding for safety projects on the nation's public roads, including non-State owned public roads. HSIP and the associated Strategic Highway Safety Plan (SHSP) development processes are prime opportunities for the National Park Service to highlight and build awareness of safety issues within or leading to NPS units, and to engage State DOTs in collaborative and mutually beneficial efforts to address them."--Technical report documentation page.
