This volume contains the proceedings of the first NATO Science Forum "Highlights of the Eighties and Future Prospects in Condensed Matter Physics" (sponsored by the NATO Scientific Affairs Division), which took place in September, 1990, in the pleasant surroundings provided by the Hotel du Palais at Biarritz, France. One hundred distinguished physicists from seventeen countries, including six Nobellaureates, were invited to participate in the four and a half day meeting. Focusing on three evolving frontiers: semiconductor quantum structures, including the subject of the quantumHall effect (QHE), high temperature superconductivity (HiTc) and scanning tunneling microscopy (STM), the Forum provided an opportunity to evaluate, in depth, each of the frontiers, by reviewing the progress made during the last few years and, more importantly, exploring their implications for the future. Though serious scientists are not "prophets," all of the participants showed a strong interest in this unique format and addressed the questions of future prospects, either by extrapolating from what has been known, or by a stretch of their "educated" imagination.

This volume contains the proceedings of the conference on "Atomic and Nanometer Scale Modification of Materials: Fundamentals and Applications" which was co-sponsored by NATO and the Engineering Foundation, and took place in Ventura, California in August 1992. The goal of the organizers was to bring together and facilitate the exchange of information and ideas between researchers involved in the development of techniques for nanometer-scale modification and manipulation. theorists investigating the fundamental mech anisms of the processes involved in modification, and scientists studying the properties and applications of nanostructures. About seventy scientists from all over the world participated in the conference. It has been more than 30 years since Richard Feynman wrote his prophetic article: ''There is Plenty of Room at the Bottom" (Science and Engineering, 23, 22, 1960). In it he predicted that some day we should be able to store bits of information in structures composed of only 100 atoms or so, and thus be able to write all the information accumulated in all the books in the world in a cube of material one two-hundredths of an inch high. He went on to say, "the prin ciples of physics, as far as I can see, do not speak against the possibility of maneuvering things atom by atom. " Since that time there has been significant progress towards the realization of Feynman's dreams.

This volume contains papers presented at the NATO Advanced Research Workshop (ARW) on Photons and Local Probes. The workshop had two predecessors. The first was the NATO ARW on Near Field Optics, held in October 1992 at Arc et Senans and was organized by Daniel Courjon and Dieter Pohl. The other predecessor was a workshop on Photons and Scanning Probe Microscopies held at the University of Konstanz in July 1992. The workshop on Photons and Local Probes was held at the Loechnerhaus on the Reichenau Island at the Lake of Constance, from September 11 to 17, 1994. The Reichenau Island was an important place in Europe in the middle age. Even the tomb of one of the carolingian emperors, Charles the Fat, is located there. At this workshop more than 60 scientists from Europe and the United States met to communicate their latest results in the field of local probes in combination with optical techniques. In eight sessions 31 talks as well as 9 posters were presented. Among those 31 publications were submitted for publication in the NATO proceedings. They were accepted after a strict, but constructive refereeing process.
