Under the pending legisla tion, incentive grants would be available to States which adopt measures aimed at high risk drivers, primarily teenagers who drink and drive. The measure would also provide for a research program aimed at meeting the mobility needs of our senior citizens. In addition, hr. 1719 proposes a number of sanctions for repeat traffic offenders. Statistics show us that a disproportionate number of motor vehicle fatalities involve drivers under the age of 21. But what these statistics do not relate is the legacy of shattered lives that are left in the wake of fatal crashes involving our young peo ple. This is a tragedy of national proportions, affecting not only the victims, but their families and friends.
