In recent decades, Palestinian heritage organizations have launched numerous urban regeneration and museum projects across the West Bank in response to the enduring Israeli occupation. These efforts to reclaim and assert Palestinian heritage differ significantly from the typical global cultural project: here it is people's cultural memory and living environment, rather than ancient history and archaeology, that take center stage. It is local civil society and NGOs, not state actors, who are "doing" heritage. In this context, Palestinian heritage has become not just a practice of resistance, but a resourceful mode of governing the Palestinian landscape. With this book, Chiara De Cesari examines these Palestinian heritage projects—notably the Hebron Rehabilitation Committee, Riwaq, and the Palestinian Museum—and the transnational actors, practices, and material sites they mobilize to create new institutions in the absence of a sovereign state. Through their rehabilitation of Palestinian heritage, these organizations have halted the expansion of Israeli settlements. They have also given Palestinians opportunities to rethink and transform state functions. Heritage and the Cultural Struggle for Palestine reveals how the West Bank is home to creative experimentation, insurgent agencies, and resourceful attempts to reverse colonial violence—and a model of how things could be.

The conservation of cultural artefacts, such as buildings, works of art and books presents a fascinating, rich and diverse range of scientific challenges, and the UK has a high reputation in the field, based in large part on past achievements. However, the Committee's report finds that our national standing is now under threat as the sector is fragmented and under-valued, and the DCMS has completely failed to grasp the threat to heritage science, and thus to conservation. The Department's emphasis on widening public access to our cultural heritage is a laudable objective, but this policy needs to be balanced by effective conservation, based on sound science, if we are to leave a sustainable cultural heritage for the benefit of future generations. The Committee also calls on the heritage sector to come together in developing a broad-based national strategy for heritage science, to be championed at departmental level by the newly appointed DCMS Chief Scientific Adviser, and co-ordinated administratively by English Heritage, drawing on input from all bodies active in the sector including those in Scotland, Wales and Northern Ireland.

Professionalism entails the conduct, aims and qualities that characterise a profession. The term is also used to describe education and training standards for the knowledge and skills necessary to perform a specific profession. In practice, professional standards of practice and ethics are agreed upon and maintained by recognised associations. In the past, professionalism has not occupied a central place in built heritage discussions, policy and research. Recent changes in terms of public attitudes and sustainability concerns have had a cumulative impact on the requirements for professionalism in the built heritage sector. The future success of the sector will depend on the availability of adequate professionals and an appropriately skilled workforce. In practice, the built heritage sector involves much more than interventions to conserve, preserve, rehabilitate or restore a heritage structure. Bringing a project to fruition begins with the formulation of a policy, proceeds to the design and execution of intervention strategies and ends with ongoing maintenance of heritage structures and related future programming. This process requires sufficient interactions between different professionals to obtain a common vision and hold that vision throughout a project. At the same time, the sustainability of the sector is also defined by effective governance, societal support and cultural rationales. Professionalism in the Built Heritage Sector contains reports on the lectures of the international conference organized by the Raymond Lemaire International Centre for Conservation (Leuven, Belgium, February 5th-8th, 2018). The contributions in this volume meet the increasing demand for shared information to support the transition towards a more sustainable conservation process. Since it was set up in 1994, the Heritage Lottery Fund has awarded £3.8 billion of funding to some 24,000 projects covering all types of heritage with a wide range of benefits. The Fund operates within a framework of policy directions issued by the Department for Culture, Media and Sport and currently distributes one sixth of the money raised by the National Lottery for good causes. Following on from a NAO report (HCP 323, session 2006-07; ISBN 9780102944624) published in March 2007, the Committee's report looks at how the money has been spent, what has been achieved, and the effectiveness of the grant-making process to ensure value for money. Conclusions reached include that the Fund has successfully reduced the amount of undistributed money it holds but spends around nine per cent of its annual income on administration. Many applicants find the Fund's application and assessment processes confusing, off-putting, and unnecessarily burdensome, and there are significant variations in funding between regions. The Fund is not able to demonstrate effectively its impact in opening up the heritage to people from deprived or minority backgrounds. Although projects are largely delivered to time and cost, the Fund needs to do more to tackle the poor project management skills of some grant recipients. From April 2009, the Government intends to divert more than £160 million from the Fund to help pay for the 2012 Olympics and the Fund's income may be further reduced by as much as £95 million if ring-fenced income from Olympic lottery games diverts sales from other lottery games.
