Discusses a gentleman from Boston who is attempting to obtain the position of commissary of pensioners. Asks whether the appointment to that post is granted from the state or the Continent. Relates a request from the Marquis La Gallissonni?re, possibly Augustin-F?lix-Elisabeth Barrin, asking Knox for a diploma to give to Louis Antoine Thomassin, Comte de Peynier [also spelled Peinier], Governor of Saint-Domingue and member of the Society of the Cincinnati. Notes that a gentleman of character, also a member of the Society, will be happy to deliver the diploma if Knox decides to send it. States that [t]here seems to be a danger in giving a diploma to any foreign officer, and I am so much alive to the honor of the Society in this respect that I cannot desire that for the Count de Peynier unless you should have the most acquiescent satisfaction in the safety & propriety of the measure. Adds that other members of the Society think that the Viscount de Pontives, possibly Henri-Jean-Baptiste, comte de Ponteves-Gien, was granted membership by mistake. Notes that Rochambeau or the Count de Estaing recommended him, but time & its information will convince you that he was not entitled to become a wearer of the bald eagle.

If someone is specially appointed to the post of paying the invalids, and Mr. [John] Lucas (commissary of pensioners) resigns, Knox thinks Eustis can easily obtain the appointment. Predicts that the Secretary of the Treasury will make the appointment with the approval of the President. Discusses Society of the Cincinnati diplomas Eustis previously requested. Agrees with Eustis regarding the membership of the Count de Ponteves in the Society, but adds that the Count D'Estaing assured him that the appointments were legitimate.

Comments on the Constitution at great length: In the states of New Hampshire, Massachusetts and Connecticut, the great object of organizing the new Constitution has engrossed the attention of the people. Notes that Rhode Island's paper money system and tender laws are sufficiently characteristick of their pursuits. Refers to the Constitution, the new government, and Federalism in Rhode Island, Pennsylvania, Delaware, Maryland, New York, Virginia and New Jersey. Declares, Mr. John Adams will probably have the plurality of views for vice President- from his principles of government as well his professions of regard to the character universally decided on for the President- he will probably be one of the best characters for the office of vice president. Notes that his three youngest children have had the measles. In a post script, reports that Major Haskell, who is on his way to Europe, hopes to obtain a certificate of service from Washington.

Writes to Moultrie, the president of the Society of the Cincinnati's South Carolina chapter, about society business. Reports that the Society as a whole has decided to repay Major L'Enfant for money he laid out on their behalf, but without their permission, to buy more Eagle insignias; they wanted to preserve the immaculate reputation of the Society. The Society also felt that the general credit of our country does not stand well in Europe, so they wanted to ensure that the credit of their foreign members remained in good stead. Provides details of their reimbursement of L'Enfant, including their interactions with a Captain William Thompson, who may have sold some of L'Enfant's Eagles on credit. The society has decided that regardless of the actions of Captain Thompson, the buyers are still responsible for paying the sum they owe to Major L'Enfant.
