Writes that since his last letter, has had an idea that he thought best directed to Knox privately. Suggests that Congress, in all their Corps, to promote by Brevet the Lt Colonels Commandant to be Brigadiers, and the first Majors to be Lieutenant Colonels. Can see no negatives to this plan, as it would not cost them anything, and allow them all to retain command of their regiments. It would, perhaps, grant these officers recognition and therefore motivate them. Also, if they were called on to enter the militia, their rank would give them command over the militia colonels and it might also strike some terror on their foes, & give a certain weight to the federal affairs which they stand much in need of. Respectfully submits the idea to Knox and defers to his better judgment.

Apparently responding to GLC02437.03334. Apologizes for not writing sooner. Writes, Brevet rank in general appears to me to be delusive and far from answering the purposes designed by it - It sours and disgusts all who are not the objects of it, and it implants in the heart of its professor a restless disposition until he obtains the emoluments and substantial benefits of his title -The progress of this presently render rank more intricate in its nature than landed property held under the various servants of the feudal system - For these and other reasons, I cannot fully accede to your ideas on the subjects of the Lt Colonels Commandant possessing the hand of Brigadiers. Provides several other ideas related to changing military grades, which he hopes to put into effect instead. Marked private.

Shays' Rebellion is often dismissed in the history books as an isolated incident following the American Revolution. Sometimes, it's grudingly given credit for spurring the Constitution Convention. In this well-balanced book, David P. Szatmary devotes the time and study necessary to classify Shays' Rebellion as the historical watershed it truly is. Shays' Rebellion signified more than economically depressed New England farmers waging war on creditors; it marked the beginning of the end of the American subsistence farmer. This change in an accepted way of life was at least as painful as the birth of the new United States. Szatmary chronicles how international influences forced a change in how merchants, farmers and artisans interacted, and how the initial changes brought friction. The rebellion resulting from this friction in turn revealed how ineffective the Articles of Confederation were in dealing with a crisis that could destroy the country. Szatmary links the state's governments weakness to the Constitution by using newspaper and editorial accounts of the day to provide a well-rounded view of an overlooked milestone.
