Informs Knox that the final note is in Nourse or Hillegas's office (Jackson sold [Dollar sign]10,000 worth of Knox's notes without his permission and attempted to retrieve them at Knox's request). Expresses hope that New Hampshire will adopt the Constitution (New Hampshire in fact ratified the Constitution 21 June 1788). Reports that the General Court of Massachusetts (the Massachusetts legislature) will remain adjourned until September 1788 at which time, he hopes, they will be able to give orders to the people to choose the members for the General Government. Obtained a resolve from the General Court that he hopes will make up for the loss I have sustained by pledging myself for the clothing & supplies to the late Federal troops- Docket indicates answered the 29th and assured him the note 1045 was not ever received at Nourses office. Received Knox's most recent letter, and is glad to hear his daughter Julia has recovered completely from her illness. Relates that all the members of the Society of the Cincinnati in Boston were invited to dine aboard a ship, the Leopard, whose captain is also a Society member; also describes another feast aboard a boat, to which the Governor was invited. Describes a dinner the Cincinnati are throwing the following week. Mentions that little Isaac (likely Isaac Winslow, Jr.) recently returned from the Eastward (likely the Waldo patent lands) and is very happy with the job Captain Thomas Vose is doing as their agent. Comments that the recent appointment of Colonel [Alexander] Hamilton as Secretary of the Treasury pleases everyone in the Boston area and declares that Hamilton is a man of great ambition. Congratulates Knox on his reappointment to his old office. Adds that he may be in New York the following month, and sends his love to Mrs. Knox and their family.

Writes that Jackson must be anxious and surprised that he has not yet heard from Knox on the subject of clothing & rations. The fact is that I have been unable to give you any satisfaction on these points. Writes, Congress came to the determination of raising troops from the necessity of the case, and had the funds necessary to carry their resolutions into effect been at their command, every arrangement depending on the war department would ere now have been at least in a train of execution. But the funds indispensible [sic] for an energetic establishment have been to be provided. [...] I have been steadily of opinion that the public had better suffer all the injuries arising from a want of troops than to raise them without being able to provide for them completely in all respects. under this impression I have made some attempts to influence the rich in support of government, and the ensuing week will determine whether I have been as successful as I have believed. Has not had much success with the monied men of Boston. If Jackson had money, he would encourage him to begin recruitment. Discusses the size and cost of rations, as well as the arms and equipment he ordered for Jackson. Has also asked Mr. [Samuel] Hodgdon to send Jackson the equipment destined for New Hampshire; when that state decides to raise troops, Jackson can forward the equipment to them. Needs to pay taxes on his Falmouth lands and is having trouble raising the money, so asks if he may be able to borrow from Jackson; otherwise they might sell the land. Written and signed for Knox in a secretarial hand.

Reports that Captain Hall is not back in town yet so he cannot do anything further about the lime business. Writes that Isaac Winslow has gone to Halifax, but they spoke about it and it is Winslow's opinion that it would take a large farm and many laborers to make the lime business profitable, but it might not be in the Winslow family's power to accomplish that. Further, the government would not allow monopoly of this article to any one family. Lime is not selling well and the Winslows have a great store of it. Discusses other business, including sale of Knox's hardware, which is in Jackson's possession; John Brooks' receipt of permission to leave confinement to settle his debts; New York's daring new financial policy; and the start of new representation in the coming weeks, which may cause difficulty to their friend [Benjamin] Hichborn, among others. Sends love to Lucy Knox along with the rest of their Boston friends.
