8 February 2015 marked the 200th anniversary of the birth of Thomas Erskine May. May is the most famous of the fifty holders of the office of Clerk of the House of Commons. His continued renown arises from his Treatise upon the Law, Privileges, Proceedings and Usage of Parliament, first published in 1844 and with its 25th edition currently in preparation. It is known throughout those parts of the world that model their constitutional arrangements on Westminster as the 'Bible of Parliamentary Procedure'. This volume celebrates both the man and his book. Bringing together current and former Clerks in the House of Commons and outside experts, the contributors analyse May's profound contribution to the shaping of the modern House of Commons, as it made the transition from the pre-Reform Act House to the modern core of the UK's constitutional democracy in his lifetime. This is perhaps best symbolised by its enforced transition between 1834 and 1851 from a mediaeval slum to the World Heritage Palace of Westminster, which is the most iconic building in the UK. The book also considers the wider context of parliamentary law and procedure, both before and after May's time. It constitutes the first sustained analysis of the development of parliamentary procedure in over half a century, attempting to situate the reforms in the way the central institution of our democracy conducts itself in the political contexts which drove those changes.

The Procedure Committee has, at the Speaker's request, considered the House's present practice in requiring police forces to notify the Speaker of the arrest of any Member. The House requires the Speaker, on receipt of a notification of arrest, to notify the House accordingly by laying the notification on the Table and causing it to be published in the Votes and Proceedings. The practice is connected to the House's claim - now purely symbolic - to the privilege of freedom from arrest, which itself derives from the principle that the House must have first claim on the attendance of its Members. This claim has never been allowed to interfere with the administration of criminal justice. The Committee considers that the practice of notification should be retained, since it is linked to the House's assertion of its right to the attendance and participation of its members, and the House must be in a position to be able to ensure the attendance of its members should it be required. To remove any doubt as to the basis for the requirement, the Committee invites the House to pass a resolution restating its claim.

This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

The Treasury Committee report, 'Women in the City' was prompted by its work in the banking crisis, which shone a spotlight on the need for reform to increase financial stability, including improving corporate governance within financial institutions. Part of the debate on how to improve corporate governance was around boosting diversity and challenge in the City. Witnesses to the Committee even suggested that greater female representation at senior levels would have made the banking crisis less likely. The report says the lack of diversity on the boards of many, if not most, of our major financial institutions, may have heightened the problems of 'group-think' and made effective challenge and scrutiny of executive decisions less effective. A sector which is failing to properly utilise the talents of over half the population clearly has substantial room for improvement and this entails looking more widely at the industry structure, to ensure that able women who wish to progress are not held back. The report also examines matters such as the long hours culture, the working environment and access to flexible working and family-friendly practices. The report notes that the challenge is not so much to change the legal framework, but to change practice and, where necessary, culture. The onus is on the City to demonstrate that it is committed to improving the representation of women at senior levels within the industry. Whilst the Committee does not believe this should be achieved through the introduction of a quota system, it is clear that such pressure will intensify should the industry fail to act.
