Excerpt from Federal Information Processing Standards Publication: Guidelines for Benchmarking Adp Systems in the Competitive Procurement Environment; May 15, 1977 The Federal Information Processing Standards Publication Series of the National Bureau of Standards (nbs) is the official publication series relating to Federal standards and guidelines adopted and promulgated under the provisions of Public Law 89 - 306 (brooks Act) and under Part 6 of Title 15, Code of Federal Regulations. Under pl. 89-306, the Secretary of Commerce has important responsibilities for improving the utili zation and effectiveness of computer systems in the Federal Government. In order to carry out the Secretary's responsibilities, the nbs, through its Institute for Computer Sciences and Technology, provides leadership, technical guidance, and coordination of Government efforts in the development of technical guidelines and standards in these areas. Workload definition and benchmarking for the competitive procurement of Federal computer systems has proved to be a very costly process for both the computer user and the computer vendor. For some types of systems, such as those supporting large numbers of interactive terminals, current benchmark procedures have technical shortcomings in addition to their high costs. These legislative and executive mandates have given the Secretary of Commerce important responsibilities for improving the utilization and management of computers and automatic data processing systems in the Federal Government. To carry out the Secretary's responsibilities, the nbs, through its Institute for Computer Sciences and Technology, provides leadership, technical guidance, and coordina tion of government efforts in the development of technical guidelines and standards in these areas. To an increasing extent, Federal adp systems are being configured with components obtained from multiple sources and adp managers are being provided with services from multiple suppliers. This multivendor environment is a product of procurement policies and contracting practices developed and implemented by gsa. These innovative methods of doing business have had a significant impact on the data processing community by helping to establish a new segment of the adp industry namely the independent suppliers. This has led to both increased competition in the marketplace and substantial procurement savings by the Federal Government. With the advent of the multivendor environment, the Federal adp manager is presented with an entirely new concept in installation management. This document provides guidance for this new management approach with the objective of accomplishing the planning as well as economic acquisition and operation of independently supplied adp components from multivendor sources.
