This report aims to shed light on how EECCA countries and development co-operation partners are working together to finance climate actions, using the OECD DAC database to examine finance flows by provider, sector, financial instrument, channel, etc. A significant amount was committed by international public sources to the 11 countries comprising the EECCA in 2013 and 2014 (i.e. USD 3.3 billion per year), but the scale of such finance varies considerably from country to country and is insufficient to achieve and strengthen their climate targets communicated through the Intended Nationally Determined Contributions COP21. In addition, while a range of climate-related policies have already been developed by the EECCA countries, the extent to which such policies are being effectively implemented and conducive to attracting climate finance is still unclear. In this respect, this report proposes a set of questions for the EECCA countries to self-assess their readiness to seize opportunities to access scaled-up climate finance from various sources: public, private, international and domestic.

This Climate Finance toolkit was prepared by the Regional Office for Europe and Central Asia of the Food and Agriculture Organization of the United Nations, jointly with the United Nations Environment Programme Regional Office for Europe and Central Asia, as part of the efforts both organizations systematically conduct to support countries to access scaled-up sources of climate finance. Eastern European, Caucasus and Central Asian (EECCA) countries are at an environmental crossroad. The current environmental situation is dire and challenges are mounting, but there are also new opportunities. EECCA countries need to set clear priorities and targets to guide both their own action programmes and multi-stakeholder partnerships. Knowledge transfer and institutional development are required to facilitate policy reform, and to tackle strategic and operational bottlenecks, including much needed investments in environmental infrastructure and modern technologies. This report explains the environmental challenges that these transition economies face, and assesses the financial tools and resources available to tackle them. The publication of this report is part of the OECD programme of work with non-member economies, in the context of the Task Force for the Implementation of the Environmental Action Plan for Central and Eastern Europe, the Caucasus and Central Asia (EAP Task Force). It is directly related to a series of projects on environmental finance in transition economies, which was initiated in 1993 and that has focused on EECCA since 1998.

Since the 1990's, the countries of Eastern Europe, the Caucasus and Central Asia (EECCA) have made great progress in pursuing economic development that is also environmentally sustainable. The countries, in collaboration with the GREEN Action Task Force hosted by the OECD, has developed a number of policies aiming to improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs in the region. This report was prepared as the OECD contribution to the ninth "Environment for Europe" (EfE) Conference (5-7 October 2022). In this context, this report aims to: (i) take stock of progress on policy developments towards a green economy in the EECCA countries; (ii) showcase selected contributions from of the Green Action Task Force that integrate environmental and climate considerations into development pathways of the EECCA countries, and mobilise finance for action; and (iii) provide an outlook for the future, including priority actions that the Task Force in co-operation with the EECCA countries should take to enhance the momentum for green economy transition in the region.
