At the Fourth International Congress of Mathematicians, held at Rome in April, 1908, an international commission was organized to make a general study of the progress of mathematical instruction in the various countries. The commission soon found that it was necessary to extend the scope of the investigation to include the teaching of mathematics in higher institutions and elementary schools, thus covering the entire field of instruction in this branch of learning, and this investigation is new proceeding simultaneously in all of the leading countries of the world. The Bureau of Education has assisted the commission by securing information from various institutions in the United States. Nearly 300 individuals who are engaged in giving instruction in mathematics have cooperated in preparing reports setting forth the present status of the subject in this country. The first of these reports is presented in this bulletin, which covers the following topics: (1) General Report: (a) The establishment of advanced instruction in the United States; (b) The graduate student of mathematics at the present day; (c) The organization of advanced mathematical instruction; (d) Teachers; and (e) Study by Americans abroad; (2) Report of subcommittee 1, on course of instruction and the master's degree; (3) Report of subcommittee 2, on preparation for research and the doctor's degree; and (4) Report of subcommittee 3, on the preparation of college and university instructors in mathematics.
