That study began with an inquiry into the results of State industrial ventures in Australasia, which he took up with a strong bias in favor of State intervention in industry. As many of the most impressive lessons to be learned from the industrial experiments of the Australasian States are connected with their management of railways, the author was naturally led to make comparisons with the railways of other countries, over which the various governments have exercised some measure of control. The net result has been the disclosure of such overwhelming proofs of the evils of State direction of industry, or interference with its natural course, that he has become firmly convinced of the unwisdom of government regulation of railways or their rates.
