As a result of the financial crisis, opposition parties have had to choose between the need to cooperate with the majority in order to contribute to necessary socio-economic changes, and the opportunity to stress their adversarial position vis-à-vis governments taking radical and unpopular measures. This book examines how opposition parties address this dilemma. It relies on a qualitative and quantitative analysis of the behaviour of the opposition parties in parliament, in light of the socio-economic issues that have arisen in recent years. It focuses in particular on the impact that the economic malaise has had on the government-opposition dynamics in the four southern European democracies most acutely hit by the crisis: Greece, Italy, Portugal and Spain, as well as in the European Parliament. Each chapter utilizes a combination of empirical data analysis and qualitative process-tracking to understand the opposition parties’ complicated choice between supporting and dissenting. This book was originally published as a special issue of the Journal of Legislative Studies.

The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. The second half of the twentieth century has witnessed several waves of democratization in Europe, the Americas, and in other regions of the world, such as South East Asia. Although for the most part these democratic regimes are no longer haunted by the prospect of a return to authoritarianism, severe economic and social problems have posed serious challenges, creating a situation where change is often achieved through alternating periods of consolidation and crisis. Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion. Although clearly focusing on Southern Europe, the author's findings are extremely relevant for understanding the politics of several other regions, including Eastern Europe, Latin America, and South East Asia.

This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. This book explores the argument that Portugal has been an exception to the trend of political upheaval and electoral instability across Southern Europe following the financial crisis and the bailout period. It does so by mapping and exploring in-depth three key dimensions: the governmental arena, the party system and citizens’ political attitudes. The five chapters in this edited volume show that a number of factors combine to make Portugal not only a very stimulating case study, but also an exception within the South European panorama: the stability of its party system, and that of the mainstream parties’ electoral support in particular; the quick recovery of political attitudes after the end of the bailout period (2011-2014); the absence of competitive populist challengers until 2019, despite high levels of populist attitudes amongst the citizenry; the successful and stable union between anti-austerity parties supporting the socialist government (dubbed the ‘Contraption’) and its adoption of an ‘austerity by stealth’ model.
