In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. Challenge Grant winners will be awarded grants to identify futuristic visions of government in 2040. Contributions by Mark A. Abramson, David A. Bray, Daniel J. Download Presidential Leadership in Political Time Book in PDF, ePub and Kindle
In this expanded third edition, renowned scholar Stephen Skowronek, addresses Donald J. Trump’s presidency. Skowronek’s insights have fundamentally altered our understanding of the American presidency. His “political time” thesis has been particularly influential, revealing how presidents reckon with the work of their predecessors, situate their power within recent political events, and assert their authority in the service of change. A classic widely used in courses on the presidency, Skowronek’s book has greatly expanded our understanding of and debates over the politics of leadership. It clarifies the typical political problems that presidents confront in political time, as well as the likely effects of their working through them, and considers contemporary innovations in our political system that bear on the leadership patterns from the more distant past. Drawing out parallels in the politics of leadership between Andrew Jackson and Franklin Roosevelt and between James Polk and John Kennedy, it develops a new and revealing perspective on the presidential leadership of Clinton, Bush, Obama, and now Trump. In this third edition Skowronek carefully examines the impact of recent developments in government and politics on traditional leadership postures and their enactment, given the current divided state of the American polity, the impact of the twenty-four-hour news cycle, of a more disciplined and homogeneous Republican party, of conservative advocacy of the “unitary theory” of the executive, and of progressive disillusionment with the presidency as an institution. A provocative review of presidential history, Skowronek’s book brims with fresh insights and opens a window on the institution of the executive office and the workings of the American political system as a whole. Intellectually satisfying for scholars, it also provides an accessible volume for students and general readers interested in the American presidency.

Download Tackling Wicked Government Problems Book in PDF, ePub and Kindle
How can government leaders build, sustain, and leverage the cross-organizational collaborative networks needed to tackle the complex interagency and intergovernmental challenges they increasingly face? Tackling Wicked Government Problems: A Practical Guide for Developing Enterprise Leaders draws on the experiences of high-level government leaders to describe and comprehensively articulate the complicated, ill-structured difficulties they face—often referred to as "wicked problems"—in leading across organizational boundaries and offers the best strategies for addressing them. Tackling Wicked Government Problems explores how enterprise leaders use networks of trusted, collaborative relationships to respond and lead solutions to problems that span agencies. It also offers several approaches for translating social network theory into practical approaches for these leaders to build and leverage boundary-spanning collaborative networks and achieve real mission results. Finally, past and present government executives offer strategies for systematically developing enterprise leaders. Taken together, these essays provide a way forward for a new cadre of officials better equipped to tackle government's twenty-first-century wicked challenges.

Download Political Leaders and Changing Local Democracy Book in PDF, ePub and Kindle
This book studies political leadership at the local level, based on data from a survey of the mayors of cities of more than 10,000 inhabitants in 29 European countries carried out between 2014 and 2016. The book compares these results with those of a similar survey conducted ten years ago. From this comparative perspective, the book examines how to become a mayor in Europe today, the attitudes of these politicians towards administrative and territorial reforms, their notions of democracy, their political priorities, whether or not party politicization plays a role at the municipal level, and how mayors interact with other actors in the local political arena. This study addresses students, academics and practitioners concerned at different levels with the functioning and reforms of the municipal level of local government.

Download The Myth of the Strong Leader Book in PDF, ePub and Kindle
From one of the world's preeminent political historians, a magisterial study of political leadership around the world from the advent of parliamentary democracy to the age of Obama. All too frequently, leadership is reduced to a simple dichotomy: the strong versus the weak. Yet, there are myriad ways to exercise effective political leadership -- as well as different ways to fail. We blame our leaders for economic downfalls and praise them for vital social reforms, but rarely do we question what makes some leaders successful while others falter. In this magisterial and wide-ranging survey of political leadership over the past hundred years, renowned Oxford politics professor Archie Brown challenges the widespread belief that strong leaders -- meaning those who dominate their colleagues and the policy-making process -- are the most successful and admirable. In reality, only a minority of political leaders will truly make a lasting difference. Though we tend to dismiss more collegial styles of leadership as weak, it is often the most cooperative leaders who have the greatest impact. Drawing on extensive research and decades of political analysis and experience, Brown illuminates the achievements, failures and foibles of a broad array of twentieth century politicians. Whether speaking of redefining leaders like Franklin Delano Roosevelt, Lyndon Johnson, and Margaret Thatcher, who expanded the limits of what was politically possible during their time in power, or the even rarer transformational leaders who played a decisive role in bringing about systemic change -- Charles de Gaulle, Mikhail Gorbachev and Nelson Mandela, among them -- Brown challenges our commonly held beliefs about political efficacy and strength. Overturning many of our assumptions about the twentieth century's most important figures, Brown's conclusions are both original and enlightening. The Myth of the Strong Leader compels us to reassess the leaders who have shaped our world - and to reconsider how we should choose and evaluate those who will lead us into the future.
