NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.

We must all hang together or surely we will all hang separately. Benjamin Franklin The significant apathy that characterized relationships between indus try and universities and the adversarial nature of relationships between industry and government have both faded rapidly in the 1980s as the realities of global competition have surfaced in the United States. Both industry and government leaders articulate a number of constructs for regaining our competitiveness in world markets. One of the more fre quent strategies prescribed in this new competitiveness era is cooperation. Different individuals or groups may espouse different definitions, inter pretations, or areas of emphasis, but the overall importance of this concept is substantial. Although examples of cooperative research have existed for several decades, the number and variety of relationships have expanded rapidly in the 1980s as corporations, universities, and governments have embraced this strategy. Joint ventures involving two or three firms increased from under 200 per year in the 1970s to over 400 per year by the mid-1980s. Multiple-firm cooperative arrangements are a more recent phenomenon, made possible by the National Cooperative Research Act of 1984. By mid- 1988,81 of these industry-level consortia had formed under the provisions of the 1984 Act. The rapid growth in cooperative research and development (R&D) is primarily a response to the pressures of international competition. As a corporate strategy, cooperative R&D meets short-term needs for assets to implement new approaches for coping with intensifying competition.

A Triple Helix of university-industry-government interactions is the key to innovation in increasingly knowledge-based societies. As the creation, dissemination, and utilization of knowledge moves from the periphery to the center of industrial production and governance, the concept of innovation, in product and process, is itself being transformed. In its place is a new sense of 'innovation in innovation' - the restructuring and enhancement of the organizational arrangements and incentives that foster innovation. This triple helix intersection of relatively independent institutional spheres generates hybrid organizations such as technology transfer offices in universities, firms, and government research labs and business and financial support institutions such as angel networks and venture capital for new technology-based firms that are increasingly developing around the world. The Triple Helix describes this new innovation model and assists students, researchers, and policymakers in addressing such questions as: How do we enhance the role of universities in regional economic and social development? How can governments, at all levels, encourage citizens to take an active role in promoting innovation in innovation and, conversely, how can citizens so encourage their governments? How can firms collaborate with each other and with universities and government to become more innovative? What are the key elements and challenges to reaching these goals?

The triple helix of university–industry–government interactions is a universal model for the development of the knowledge-based society, through innovation and entrepreneurship. It draws from the innovative practice of Massachusetts Institute of Technology (MIT) with industry and government in inventing a regional renewal strategy in early 20th-century New England. Parallel experiences were identified in “Silicon Valley,” where Stanford University works together with industry and government. Triple helix is identified as the secret of such innovative regions. It may also be found in statist or laissez-faire societies, globally. The triple helix focuses on “innovation in innovation” and the dynamic to foster an innovation ecosystem, through various hybrid organizations, such as technology transfer offices, venture capital firms, incubators, accelerators, and science parks. This second edition develops the practical and policy implications of the triple helix model with case studies exemplifying the meta-theory, including: • how to make an innovative region through the triple helix approach; • balancing development and sustainability by “triple helix twins"; • triple helix matrix to analyze regional innovation globally; and • case studies on the Stanford's StartX accelerator; the Ashland, Oregon Theater Arts Clusters; and Linyi regional innovation in China. In January 2006, the President announced a new civilian space policy focusing on exploration. As part of its preparations to implement that policy, NASA asked the NRC to explore long-range science and technology workforce needs to achieve the space exploration vision, identify obstacles to filling those needs, and put forward solutions to those obstacles. As part of the study, the NRC held a workshop to identify important factors affecting NASA's future workforce and its capacity to implement the exploration vision. This interim report presents a summary of the highlights of that workshop and an initial set of findings. The report provides a review of the workforce implications of NASA's plans, an assessment of science and technology workforce demographics, an analysis of factors affecting the aerospace workforce for both NASA and the relevant aerospace industry, and preliminary findings and recommendations. A final report is scheduled for completion in early 2007.
